I can't see a reason why it should be different under metacity. What I'm very sure of is that you have not moved the mouse all the way over the bubble, thus the proximity-fade feature didn't turn down the opacity fully yet. See the two screenshots I made while running metacity. Against bright and dark windows I can read what's behind the faded bubble very easily... when I have moved the mouse completely over the bubble. Ok, so the problem here seems to be that the proximity-based fading fails. I believe thats a metacity compositor draw back and less of a notify-osd bug.
