do you have tamil or indic fonts installed in your ubuntu?

do an apt-get install ttf-indic-fonts and try to open the same file in gedit.

When tried to open tamil-phonetic.bin, message displayed in gedit as
follows:

Could not open the file /usr/share/scim/tables/Tamil-phonetic.bin.
gedit has not been able to detect the character coding. Please check that
you are not trying to open a binary file. Select a character coding from
the menu and try again.
Character coding : Current Locale (UTF-8)

Valuable guidance is requested urgently.

Thanks for the information.  Table folders contains only .bin and not in
text  nor source code of phonetic available.  .bin file will not open in
gedit to view the code of phonetic keyboard layout.

I could very well understand/read a major portion of the 
Tamil-phonetic.bin file and from what I understand it has config 
settings in the first part of the file, followed by the sting definition 
consisting of the code, the english character(s) and its corresponding 
tamil character.

I can read tamil also. My problem how to open Tamil-phonetic.bin file? I
tried
with gedit  but failed to open.  Will you explain step by step how to open
bin file and read/view?

1) xkb

a) Right click on the panel -- Add to Panel -- Keyboard Indicator
b) Right click on the Keyboard Indicator -- Keyboard Preferences --
Layouts -- Add -- Choose India for Layouts field -- Kannada in the
Variants field.

This should be Kannada Inscript, I suppose.
