I have to say 8.10 has offered the best experience I've had with this issue
on any OS.  Upon trying to play a BBC live stream I was prompted that the
correct codec was not installed - after a button click and a minute wait the
stream started playing.

I have 8.10 installed on the Inspiron 1525 laptop and live BBC sound was
immediately available. The only problem was that the sound was horribly
distorted. This was remedied by ensuring that mozilla-mplayer, mplayer
and mplayer skins were installed.

When I upgraded, I lost sound. Admittedly, it was a little before the
final release of 8.10. I needed to add my users to the pulse audio
groups.

Quite likely. You could try installing gstreamer0.10-plugins-bad,
gstreamer0.10-plugins-bad-multiverse,  gstreamer0.10-plugins-ugly,
gstreamer0.10-plugins-ugly-multiverse instead of w32codecs and see if
that does it. I never know which one of those has the "right" codecs
so just install them all.

I note though that my new ibex machine already has them all which i
suspect is a by product of installing the ubuntu-restricted-extras
package.

I have checked and I believe I have everything installed that I might
need including w32codecs. The pop up window appears and at the bottom
left says that it is transferring information and then, nothing.
Clearly, something is missing but I cannot see what it is.

I just tested this on a fairly fresh install of Ubuntu 8.10 32-bit
(however the same thing worked on 8.04).

http://bbc.co.uk/radio4 -> click "Listen Now" in the top right.
I get a popup window containing a flash element and a streaming media
element. The flash element works with the non-free flash browser
plugin and the streaming audio works with totem.

Totem tells me it's a "WMA Version 8" audio stream at 32K mono.

This is a relatively clean install of 8.10. The only things I've done
is as follows:-

1. Follow the instructions at the medibuntu site. (medibuntu.org)
(Note this needs changing for hardy)

sudo wget http://www.medibuntu.org/sources.list.d/intrepid.list
--output-document=/etc/apt/sources.list.d/medibuntu.list

sudo apt-get update && sudo apt-get install medibuntu-keyring && sudo
apt-get update

2. Install a load of stuff...

sudo apt-get install ubuntu-restricted-extras w32codecs

That's all, and it works for me.

Before passing information on to my brother I decided to test on my
computer first running Ubuntu 8.04. Installing Flash did not help. When
I select a radio broadcast a window opens which looks very encouraging
but no sound. However, there is sound when I select an interview.

And of course don't forget that some BBC radio content is also available
directly in the totem media player in the new 8.10 Applications -> sound
and video -> movie player. select playlist and pick BBC from the drop
down list, this populates and away you go.

Funny you should say about not using 8.10, I'm sure I noticed something 
on the Ubuntu site about some add-on to Totem which meant that Ubuntu 
8.10 users could play stuff directly from the BBC?

That might well work, however, if it does not do the trick, keep us 
informed?
I listen to the bbc regularly so I can look up my various notes if 
necessary.

It is possible that w32 codecs are in the story and I note I use 
mplayer I think as a plugin for mozilla firefox too because bbc audio 
uses realmedia (as in RealPlayer) streams.

8.10. (It also worked on 8.04).
I enjoy listening to Malcolm Laycocks show on a Sunday night.

After months of trying I have finally got my little brother, who is in
his seventies, to join the 21st century and he has installed Ubuntu 8.04
(no newfangled stuff like 8.10 for him) along with his XP. Now, big
brother is inundated with questions most of which, fortunately, I can
answer. However, now I am stumped, he wants to listen to BBC radio on
the BBC website, something I do not do. I have tried Google but am
mightily confused so could some kind person suggest somethings he might
try, please.
