Jacques, It is generally better to resolve the existing bugs before the release is cut. Specifically those regarding security. Having a release with security issues is an easy target for competing products (marketing wise). And, throwing the special purpose apps out before means are available to put them back in is like throwing your shoes out before you have new ones. Jacques, When you look at the list of the issues related to R13.07, you'll see that the majority of that list existed before the start of the vote procedure and patches are available. These issues (with patches) could have easily been tested, committed (when good) and resolved before the cut date. Thus giving (new) users the best experience possible with the new release.
