Thanks for the suggestion, but unfortunately the same behavior when running Maven in a Windows command-line (cmd.exe). Interesting. Do you have an example of another Java application that has network connectivity problems? Then I could try it to see if it is the combination Java / network hardware that is the culprit. Just for the record, my JAVA_HOME is C:\Program Files\Java\jdk1.7.0_03, but when I run java -version, I get java version 1.6.0_31.
