No anyone with a device can report to Apple. I've done it many many times and they haven't turned a blind eye towards me just because I'm not within their beta program and haven't signed the NDA. I also have a keyboard that can connect to multiple devices. Try switching to an other one and then going back. Fixes it every time for me. In my case I have noticed that the bug gets activated with vo commands and some other combinations using modifiers so if I stay away from them and use the jestures it is a bit less frequent.
