Unfortunately, if you do things this way, all your apps will be updated to the 
latest versions. I specifically avoid doing this, since some app updates can 
introduce accessibility problems.

I went from an iPod Touch 3rd gen to an iPod Touch 5th gen with no problem.
If you have a lot of audio content on your device, just plan to be very 
patient and leave it alone in the restore process for as much as a few hours.

To add another comment if you have an IPhone with lots of memory
ICloud won't hold all your data. I did the same as Richard and was
pleasantly surprised when I didn't have to redo all my icons on the
pages I wanted them.

I have to agree, I spent an hour creating folders a couple of weeks ago and
found I had so many blank spaces on every screen that I wanted to move
everything around but by then I was tired and everything I tried seemed to
make another mess,  Eventually I just reset the aps back to alphabetical
order and forgot the folder, just moving Newsstand to page 6 where it won't
be in my way and putting stocks in the utilities folder and gave up.  I'd
love to have been able to do this on the computer where I had a keyboard to
work with.  Maybe I will get my folders and fill in the blank spaces to
shrink my 5 pages to 3 but right now isn't the time I am going to attempt it
again.  Moving one app around is one thing, trying to create games,
navigation, and so forth and then get everything on maybe two to three
screens is time-consuming and I don't have the time.  

 

I know I could do it better on the computer, if only iTunes would allow me
to access the process.  

 

I still like the feel of a real keyboard under my fingers, I can use the
onscreen stuff and often do but I am most comfortable with a keyboard.
Probably always will be.

I would rather have the ability to create the folders within itunes and sync 
those with the phone.

Hi there. I am sure that Apple is aware of this feature request considering 
that you can already do this with a jailbroken phone. The Springtomize app will 
happily let you create folders within folders.

setting up and restoring was Re: too many apps in a folder?

Every device I've setup I was able to triple click the home button once it was 
turned on and have VoiceOver start speaking and was able to go through the 
setup on the device.

I find backing up to the computer far more reliable.

Then, start the setup of the new phone and when you get to the option to set it

First thing I want to do is back up the phone on the computer.
Then I can restore it to factory defaults; can that be done in settings?

Next get the new phones, enable voiceover, and back up from the computer. Will 
I have to enter the name of the new device, i.e. Paul’s iPhone and then just 
say that I am backing up from a previously restored device backup?

I assume if I try and back up from the cloud, it will not work as well or some 
things could fail to be restored?

If you restore your new device from a backup of your old device, the folders 
will indeed remain the same.
I went from an iPod Touch 3rd gen to an iPod Touch 5th gen with no problem.
If you have a lot of audio content on your device, just plan to be very patient 
and leave it alone in the restore process for as much as a few hours.
If you interrupt it too soon, you will have a mess.

iPads and iPhone 5 and iPod Touch 5th Generations can have 16 apps in a folder, 
all others are limited to 12 apps. 
As of iOS 6, VoiceOver is a little more helpful when moving apps from page to 
page.  As you slide the app toward the edge of the screen it will tell you that 
you are nearing the edge, then if you are not moving it too fast, it will say 
pause for page change.  Pause and VoiceOver will announce the page numbers as 
they change and you simply slide into the main part of the screen when you get 
to the page you want.
Alternatively, you can temporarily move an app out of the dock, then move an 
app into the dock, flick to the page you want and move it out of the dock, etc.
