Well, if all your settings are correct... & you sound pretty sure they are; 
then exceeding your allowable WebHosting account quota is a possible reason.

My WebHosting service uses cPanel which I login to check how much space I am 
using and how much bandwidth, how many hits my website has had and from which 
locations etc.

iiNet have a Hosting Control Panel you can login to, might give some details.
I would imagine though that iiNet would warn you before you reach your limit, 
not just 'freeze your hosting account'!

What FTP client program are you using to upload contents to the Server?
Have you checked you are uploading your files to the correct destination that iiNet uses - "public_html" or "www"?

What website URL do you have entered in the Publishing Settings, is it

You do realise you have to wait for the Site to 'propagate' ... for the changes 
to the site to be available locally and globally. 

You must have a incorrect setting. 
Would need to know what settings you have entered to be of any further help.

Have you checked all your settings?

"unable to write to server, verify your settings and retry"

 With this error the possible issues include;

 1) You might just need to quit and relaunch iWeb

 2) Your directory path is entered incorrectly. You may have included an extra 
space or return character in the directory path field. Click within the 
directory path and go to the Edit menu-> Select All. 

Then press delete. 

Then enter your directory path again making sure it doesn't contain any extra 
spaces or line breaks.

3) There is a permissions problem on your server. The directory permissions are 
set incorrectly. 
Your host would have to fix this.

 It is most likely issue 1 or 2 mentioned above. 
If not you need to post your directory path and settings for us to give more 
help.
