We have just lost Mr Peter Edema Etima who passed away in Mulago Hospital 
yesterday night. I blessed his wedding myself last year on June 28, 2008 and 
now he is no more.
Let's keep close to the family of Mr Joseph Etima in this trying moment.
There will be a requiem mass at catholic centre on friday at 3 pm, then the 
body will be taken to onzivu (near awindiri). The burial will take place in 
Otumbari on saturday afternoon.

Dear all,
 
I must start with my apologies for not being active of late. There are very 
many reasons for that and one of them being my location in the viallge where I 
have no access to internet. However, I am now in SA where I can access the net 
more regularly.
 
I must apprecaite and commend the efforts of all those whose valuable 
contributions I am reading. I must also appreciate the fact that we have 
realized that any meaningful change in terms of educational performance in our 
region will only come from us who have made it to a certain level. Thanks to 
all those who are active and making contributions.
 
I am just settling down and pledge to be active as soon as that is done. 
However, in terms of TOR, I wish to suggest the name of OB Joshua Matua who has 
been Director of Studies for long in three Kampala schools and is currently 
teaching in St. Kalemba SS in Kayunga district. I an Matua and working on a 
project which is geared towards curriculum reform in Uganda which has a lot of 
bearing on what we are discussing right now. We came across many interesting 
things in our recently concluded First National Intergenerational Literacy 
Learners' Conference that was jointly organized by URLCODA, Arua District Local 
Government and Makerere University. I am yet to share some of the findings and 
recommendations with you soon. Patrick had requested me to brief the OBs before 
I left, but it was not possible due to lack of time. For more information, you 
can get to Mr. Joshua
Matua about the conference.
 
Finally, as we try to think about deterioration in performance, let us focus on 
some of the root causes and not the symptoms.

This appears to be a very good wayforward for the life of all the future 
leaders who seem to be finding it very hard to show up academically in the 
environment at home. Am sure if we adopt a very thorough approach and start 
with serious consultation with the people normally involved in setting exams

challenges and this becomes a very good stage for begining.
 
It is always difficult to understand why those receiving teaching on the same 
syllabus, and text books and from qualified teachers may not be able to pass or 
pass at levels that varry so much when we compare to other regions, though the 
differences in the economic situations have some roles to play, there could be 
other ways that the fora could come in to address the existing challenges.
 
I commend the initiators of the fora and i believe that it will contribute alot 
to the reduction of the gap in overall performance of our region compared to 
the others.

This is the pragmatism we are talking about here now. Action and action. I 
concur with the specific allocation of duties that you have implicitly done in 
you posting a few minutes ago so that the forum gets some working documents to 
propel action in this noble cause. 
 
What I would only add is to have a set  time frame of about to get the drafts 
posted for wider input of views in refining the two documents. Caleb should 
really be able to come with a draft in even two days time to guide workflow of 
the Task force.

Ladies and Gentlemen,

I like the build up in ideas now coming from a cross section of concerned
Westnilers. I totally agree with the idea of a core team or is it Taskforce.
Could we have gender balance as earlier suggested by Fr. Ruffino and let it
also take a westnile character right from the beginning to avoid our other
brothers and sisters seeing themselves as outsiders?? Can I also suggest
that we therefore talk of a number that can encapsulate this character, say
11 or thereabouts? Remember alot of commitment by memebers will be what
counts and I should also add that without the financial sacrifices from some
members of the task force we can not expect to move fast. This should
therefore constitute persons ready to undertake their responsibilities
whatever the case.

We might want to consider this as an important point if frustration is not
our middle name. The taskforce should learn to communicate via less
expensive channels like we are now engaged in and funding hurdles will not
be so many to jump.

Thank you and I so far agree with the four or so names suggested.

My friends,

As names continue to flow, I would on the data analysis side suggest one of
our own with a very wide ranging analytical acumen and has been a senior
researcher for long working outside Uganda but now is helping and working
with the National Council For Higher Education, Mr. Erejebo James Chiria.
His commitment to such initiatives can be immense if contacted in time and I
have personally had the benefit to work with him on a number of things
lately. I find his work amazing and that such talents are just abound within
our community but we can not tap into them is really disturbing.

This is not to say he can not be contacted later even if outside the task
force. Im mindful of the fact that character and diversity of the team be
emphasized and not every name that springs to mind can be part of the
taskforce.

Fr. Ruffino you might want to consider these suggestions for your force and
possibly contact him like you did for other members you now have willing to
join you on the team.

the Task Force because we shall need some journalists to help in disseminating 
some of the activities we are about to embark on in the newspapers.

My brothers and Sisters, my deep condolences for the loss of our brother Peter 
Edema Etima. This is not only a loss to his family , but to the rest of our 
West Nile family.

Peter has been a well know person for years, even though I did not have the 
opportunity to personally interact with him, I heard a lot about him when he 
was in the government service. God has robbed us of his counsel at this 
particular moment when we could have turned to him for some advice in our 
endevours about the state of West Nile. May the Almighty who blessed us with 
his life here on earth protect his bless his soul and give the family courage 
to endure to stand strong even when there is adversity. May his souls rest in 
eternal peace.

[WestNileNet] Plummeting Educational Standards in WestNIle - way forward!

Dear All,

Soory for my quite. I have read the various e-mails from the friends of West 
Nile. I must say, time has surely come for us to act and do something!!! Just 
imagine, the past few days as people in Western, Central, Southern, and 
South-western Uganda were out jubiliating about the performance of their 
children ( read…brothers, sisters, daughters and sons….) we in the north and 
especially in the West Nile region were busy hiding our faces like ostriches in 
the sand.  I want to believe that even in our various workplaces none of use 
was excited seeing that no body came from our region…. The situation couldn’t 
be any worse. In my view, the PLE, UCE and UACE results of 2008 should be 
enough impetus for us to do something…serious!!!

Dear brothers and sisters, I want to share a few thoughts with you, as follows:

1.The plummeting educational standards in the region did not come at once, 
as you already know, a number of factors are in the play… poor self drive, 
shear laziness, and many more reasons as have already been mentioned.

2.These plummeting educational standards have to a great extent … been 
associated with poor educational efforts by the district education office and 
the implementing head teachers…and obviously the teachers as well… reports of 
corruption are widespread and sadly those perpetrating this corrupt tendencies 
are not sons and daughters of the region… I do not mean to be selfish here…!

3.There is genuine lack of concern for success among the parents and their 
children and therefore no really body cares. There are no realistic game plans 
for success, even the religious leaders seem to have either given up or feel 
powerless.

4.There is no solid statistical or phenomenological or interpretive or what 
others may call scientific data (cross sectional survey for descriptive 
information) on the reasons and the extent of this problem in both primary and 
secondary schools and the education offices.

5.There has been no formalised social networking group, such as the 
“Friends of West Nile mailing list” or the “Ombaci Old Boys Association” keen 
and mobilised enough to  address this and the related issues.

In view of the above and in keeping with the various views already expressed, I 
would like to humbly suggest the following mode of action:

a.A formal in-depth research study be conducted in the entire region… 
covering all the districts in the West Nile region to document the extent of 
this problem. This study should have descriptive as well as statistical 
dimensions to give us the breath and depth of the problem. Another aspect of 
this study is that data should be cross sectional in nature as well as 
retrospective so that the present status is obtained as well as the data of say 
10 years as has already been suggested. 


b.Whereas a thesis may be good to document these occurrences, however the 
sensitive nature of the inquiry will do no good for a person whishing to obtain 
his or her diploma in the shortest time possible and would usually not like to 
“step on peoples’ toes”.

I therefore suggest that the research is handled as follows:

i.A select or steering committee of the “Save West Nile Initiative” (SWI) 
be identified, comprising solid members of various background and experiences.
ii.A  “Save West Nile initiative” fund be set up under the tutelage of 
these steering committee
iii.This committee then appeals for financial support from all the well 
wishers
iv.As funds trickle in, a call is made for proposals, for an authentic 
research
v.A group is formed to vet the proposals and to chose the best for 
implementation
vi.The best person or persons are facilitated through this fund to conduct 
the study and produce results within a given period of time.
vii.The findings are then disseminated in a grand seminar….where important 
stake holders are invited to participate… in both Arua and Kampala.
viii.The steering committee then begins to implement the recommendations in 
line with the priorities identified in the study and in the seminars.

c.It is thus my strong belief that this approach will lead to scientific 
information which will be used emphatically without fear or favour in various 
forums. In addition, it provides for incorporation of various ideas as the 
views from various persons or groups are used.   

d.It is also my wish that this steering committee eventually becomes a 
“formally constituted  body”, obviously with the advice of the “Alaka’s”  that 
will spearhead the social reform dynamics in the region especially those 
relating to the plummeting educational standards and performances and 
importantly the moral decadence of the youth in the region.


Finally I welcome further discussions on these issues as we refine them further,

I did not have any idea that you were just across the border. I have at MIT 
since last week and will be return at the weekend.
As for the forum, yeah we need far more serious engagement than hitherto and 
the leadership and direction issues must be seriously conceptualized by all.

A research could  become one of our action plans.
A good research should be taken seriously as a project. This involves a
thorough Project Planning & Stake hoder analysis, Project Design/Research
Design, Who will do the work, Funding, equiment, information processing and
distribution.

Given the amount of time and lack of immedaite finances, commissioning a
research could be our strategic action plan that will follow the
discussions.

For now,. let us get all the stakeholders talking, come up with CAUSE <>
Effect analysis of the problems
Move forward with corrective actions to address some of these problems. Some
of the problems are so obvious that implementing the corrective actions will
reverse some of the damage that has been done

If we want to do fund raise for research, how quickly can we raise enough
money to implement a good research in all the districts (5)?

Hi Sandy,

 A pleasure to have you on this forum. Sometime last week I got embedded in
reading about the history MIT and why it has so become a World number one
institution of higher learning.

I do believe with you mentoring some of our brains there, there could be
good things that you could share with us on this forum for application in
our own institutions of learning that are now practically extinct in terms
of performance.
