Dear Colleagues,

This is not the first time, responsible public officers and the lower ranked
citizens misbehave in Arua, and other parts of Uganda etc,this is because,
most actors in the play still lack some occupational public job regulations,
and respect.
Let's see 2 sides again and hear from another source for proper assessment
and analysis of future similar scenerio. What did the police do? what I know
is RDC and Top government and other influencial citizens have over powered
police Administration in Arua,West Nile at large,in terms of bribery or
coarciveness. And those commanded to act, reap nothing in the short/long run
except society hatred and divide
The police are normaly commanded to act with impunity, they normally recall
back their senses i.e what is killing our hard attained survival success in
the region. Even if another new government comes in the same thing is high
briding in all the public offices. A cow produces milk but not juice. That's
the Product of Uganda today

It's so sad such a thing is happening in Arua, but its no surprise such an 
event has occurred, it depicts the kind of leadership we have in this country. 
There's a general moral degeneration in all sectors and more drummer is yet to 
unleash with the next general elections coming we really need to take the 
lessons and pray for a positive future. God will deliver us out of this...

Dear all
I have just read the article Monitor carried on our very own Patrick Okuni
who was the best in UCE 1985. It really brought out the Okuni I know. I
salute the WNF for naming him as chairperson of the ad hoc committee for the
establishment of a Public University in West Nile. The italians would say
"Okuni has one tongue in the mouth" meaning he does what he says. I was
happy to read the response of Okuni why he left government work, his answer
was “In order to work successfully in government you have to find ways of
making other money either within the government, which could be called
corruption, or outside by doing other private work. I am not generally good
at doing such; corruption is something I would not even think about and,
again, doing other private work when you have a job you should be fully
dedicated to is also not morally right,” Brothers ad sisters west nilers we
need this type of leadership to shine more and more in our region.  He is a
practical man and this come out when he stated that " I love discussion,
analysis and practical work".

 Mr Okuni says he helps support students programmes like the Makerere Arua
Students Union, West Nile Foundation, and the St. Joseph College, Ombaci Old
Boys’ Association, in addition to other development programmes.

We also appreciate your inputs on this forum which are brief and to the
point as very good homilies which are compared to miniskirts "short enough
to arouse interest but long enough enough to cover the subject'

Fr. Ezama,

What the lots of the Okuni's did in those years and what performances we get 
nowadays clearly depicts the utter decline this forum has been debating in 
education in our West Nile traditional schools.

I felt pain for the declined school and I was proud to read of what he achieved 
amidst the TOUGH times to Rule the country in the 1985 UCE results.

Patrick was a role model to many in primary at that time.

These are some of the stories our current generation should read and those who 
take it serious could probably learn a lesson or two.

Dear all,
This is very unfortunate but  also echoes what some members said on this forum 
that a legitimate government must not be opposed. These are the outcomes of 
legitimate governments that cannot be opposed. Cleaning a town should be 
everybody's interest but if legitimate leaders like Ferua think this should not 
be done then it beats the understanding of anybody. It is also very clear that 
the likes of Ferua and Abiriga lack argument material to face a lady like Hon 
Bako who is always very confident in arguing issues. Leaders limited by 
material like them are left with no option but to assault to show their man 
power, very barbaric. The people of Arua should therefore know where to put 
theri vote when time comes.The government appointee can also be rejected by 
people. Unfortunately, the people in Arua have always failed to do this 
successfully, when they want to do it, they dont hold onto evidence first.
I encourage my sister to remain strong.

Greetings to all!
I am greatly saddened by the News on Today's Paper (New Vision) whose article 
reads "Meningitis hits West Nile districts, kills seven"
Every year the same disease hits and kills our innocent citizens and moreover 
in the same region? What's the government doing?

I remember getting immunized some time in 2007 and according to the message 
from the Ministry of Health, the vaccine lasts in a human body for a period of 
fourty years before one becomes vulnerable for a fresh meningitis attack. 
What's so different in West Nile that makes us vulnerable to the dangerous 
disease?

I think our leaders need to open eyes. We may be finished at one point.

for the University in West Nile but also other problems that came on board

process.

Substance Abuse has become the biggest epidemic in the entire world.  In the 
United States more priority is given  to reduce the drug use and availability 
which is based in three strategies to stop the use before it is used, healing 
the drug users and disrupting the market to illicit drugs.  Last year alone the 
president requested an increase $ 14.1 billion dollars to support the 3 three 
strategies, however he actually provided an increase in FY 2009 by $ 459.0 
million (3.4 percent over 2008 budget.  While the East African countries are 
striving to promote the poor citizens to cultivate more Khat (Marungi Trees for 
easy cash making forgetting the hazards that are affecting youth in developing 
countries. In Ethiopia , Kenya , Somalia and other countries like Uganda 
produces 3 times more then the food they cultivate for consummation in their 
homes. In most Air ports of East Africa drug trafficking has grown high 
including ports like Mombasa , Dar es
 Salam and severs othersto mentione few the  Horn of Africa. Tobacco has become 
another big killer today yet in some parts of East Africa tobacco and Alcohol 
is promoted as safe substance.  I think WNF need to consider some of these 
topics and draw a conclusion and make a point of Action. As mentioned some time 
back action  taken by WNF can easily be backed up by International Narcotic 
Control. In most of these countries mentioned have a serious issue of 
starvation are feed by UN.

[WestNileNet] Re: The Assault of Arua Woman MP by the LC5 and RDC

The assault on the Arua Woman MP by the administrators of Arua is a criminal 
act. I think the social implication and reflection of this kind act by our 
administrators on our society and our region leaves a lot to be desired. If 
that is the behaviour of those leaders against a responsible elected official 
of the region, I wonder what the extent of suffering the ordinary population of 
our area experience under these leaders. With this in mind;

 

1).I would like to call upon WNF as the civil society's voice in West Nile to 
write a letter to the District Council and copied to the media in Arua to 
condemn these criminal acts because probably many local voiceless people may 
have suffered the same or similar assaults in the past or will suffer the same 
fate in future. 

 

2). WNF should quickly accelerate organizing the public forums to discuss some 
of these immediate issues ( like the assault on innocent citizens, none payment 
of farmers by BAT) that affect the public.

 

3). The meningitis epidemic issue in West Nile. What is that West Nile has this 
epidemic almost every year when such epidemics are supposed to be diseases of 
the 1960's.

 

I think these are the people's survival issues which need to be looked at with 
the highest priority.

Dear Friends,

So much has been said about the saga that happned in Arua.
Keeping a regional city like Arua with a population of over 55, 000 people
very clean should be a responsibility of all the citizens who live there.

I am wondering if some of these barberians have visited a clean city outside
Arua or Kampala for that matter.  Municipal authorities have the duty and
responsibility to run the city government which is not only limited to
paying employees but maintain cleanliness, security, Libraries, Recreation
facilities, roads, etc.  Building a clean modern city should be a concern
and responsibility of every intelligent beraucrat who knows governance. One
person cannot claim or prove to be a hero.

It's a shame that cleanliness should be turned as a weapon to attack someone
who cannot stand the stench, rubbish, galleys, poor roads.

I hope one day we can look at ourselves a team.  Team building requires a
lot of effort and training people with various idealogies, interests,
knowledge, skills, ect.

No single person can build a city, district or a country without the help of
a good team. Why would some of these people claim to be managers if they

Hi all
I write after reading what our brother Vasco has shared here. He has
outlined the topics which need our attention.
Can we get a volunteer to lead us in moderating for some weeks and then we
start another topic?
When we get a volunteer to moderate, we then choose the topic to discuss,
and the moderator summarises the discussion points and we come up with the
plans of action which responsable people will have to work on?

In most developing nations which Uganda falls under it, has never considered 
the role of Social Worker Gerontologist and Social Worker in behavior Scientist 
plays in human kind.  Over the years of civil wars has put most lives of 
Ugandans especially West Nile in a post traumatic stress. Most of our people 
who were in 1980’s are no more young aging has taken its toll that ahs left us 
with a grate challenge in caring for the aging group. Unfortunately we have not 
considered the working group for elderly as important. Doctors in our society 
meet a challenging role in treatment and care of the aging or elderly. At one 
hand the society has ignored social workers in gerontology professionals who 
can work with the elderly are never considered as they play a vital role in the 
treatment and care of the elderly. There are very important skills that social 
worker in gerontology can be used to overcome the ignored care of the aging 
elderly.  However in developed countries gerontology is one of the largest 
growing professions in the practice of caring the aging. As our population is 
aging the demand for social work should be considered in our society as well.  
Aging group in our society are most of the time undervalued. Further more being 
old, poor and possibly disabled including mental ill most common the epileptic 
in our society places one in a category frequently abandoned by our governments 
and local authorities. In most African countries social workers and other 
professionals like psychologist whose work is to provide other ignored health 
services, which need and seeking to address the issue of elderly or aging group 
are under-appreciated and disregarded. However this has led to lack trained and 
some young men who are willing to be trained to the social work gerontologist 
to serve the elderly are discouraged therefore there is inadequate or shortage 
of social worker in gerontology professional to help the aged or elderly. These 
professionals have an indispensable role to play with elderly people especially 
the frail and the impaired no anther professional can fill the gap. The Social 
Worker gerontologist role involves recognition of the aging clients as whole 
unique person with a past as well as present.  These professionals have the 
skills of feelings regardless of cognitive impairment a role deep rooted in the 
older persons need and capacity for a supportive relationship no matter what 
degree of impairment.  Study of aging makes a significant model and a change to 
criminal act or behavior becomes so hard.  Taking us back today the most people 
who abuse drugs more are the aging group including Alcoholism. Here we are not 
saying street drugs like Cocaine, Heroin and Cannabis including Poppy. But 
prescription drugs are the immediate and most drugs abused by most of them. The 
aging group in most countries complains of different disease or more commonly 
of general body pain. However the field of gerontology plays a big role in 
terms of treatment of the aging group which is ignored in most African 
countries including Southern Sudan. Drug abuse and Alzheimer disease are best 
treated by both Social Work in Substance Abuse counseling and Social worker in 
gerontology. Alzheimer and schizophrenia including Substance Abuse, Tobacco and 
Alcoholism are never considered as a disease but in reality is the most common 
killer of our aging groups both Africa which Uganda,West Nile is a apart of it. 
During my volunteer ship in Southern Sudan Alzheimer and the most above 
mentioned are common in developing countries which the ministries of health in 
African countries have not considered a serious issue. In 2006-2007 Help the 
Age organization used to be in Southern Sudan but when I went back for 
volunteer it seems like the organization has  died with its natural death that 
has left the Aging group in an agony. Fellow countrymen lets work together and 
consider some of this field as it plays a big role in developed countries.

I have just read the article Monitor carried on our very own Patrick Okuni who 
was the best in UCE 1985. It really brought out the Okuni I know. I salute the 
WNF for naming him as chairperson of the ad hoc committee for the establishment 
of a Public University in West Nile. The italians would say "Okuni has one 
tongue in the mouth" meaning he does what he says. I was happy to read the 
response of Okuni why he left government work, his answer was “In order to work 
successfully in government you have to find ways of making other money either 
within the government, which could be called corruption, or outside by doing 
other private work. I am not generally good at doing such; corruption is 
something I would not even think about and, again, doing other private work

Good day all,

Briefly, I happended to have worked with Okuni Patrick in the Rural Water 
project in Mbale from 2000-2002. I found him the Deputy Project Coordinator, 
whilst I was the Water Engineer for the greater Mbale(now fragmemented in 
Sironko, Bubulo, Mbale, Bududa Districts).I happenned to have replaced another 
Ombaci great-Richard Matua. That also happenned to have been the time when 
Gordon Obitre, Stone Opinira, Xavier Drani, Godfrey Mundua, Obetia were all in 
Mbale thus making it a place to be. But of course we had also known our selves 
in Arua Hill Primary school where he was a classmate of my elder sister. I can 
attest to the following:
 
i) He was clear, clean in all his transactions and an independent thinker;
ii) He was always super intellient and analytcial in all his 
undertakings-meetings he chaired were  
   well delibarated upon and action oriented;
iii) When his immediate supervior Eng. Disan Ssozi(the then Project 
Coordinator) was shot, Patrick was 
    immediately made the acting Project Coordinator for eigth(8) months. 
Because of his unquestional integrity,
    there was no inch of suspecion IN ANYONE implicating him vying for his 
boss' position like is often the 
    case these days;
iii  He was always very polite,gentle and thougthfull of others earning him 
being named the Project staff of the
    year; 
iv) in 2001/2 Patrick and Copperfield Engineered the formation of WestNile 
Community of which I was elected 
 as the Chairman and depuitsed by Dr. Alonga(formerly lecturer at IUIU). In 
other words voluntary community 
    work has always been at his heart!
 
It is therefore no wonder that the 4th World Women Conference in Beijing in 
1995 Country report submitted by DANIDA as Uganda Country Report was Patricks 
work at The Ruwasa project in Mbale where Gender was maintreamed in the Water 
Sector-specifically as a software issue-The first of its kind in the World! 
 
Lastly, According Collins Yukwa( a private Contractor in Mvara-Arua) and Lt. 
Spear Leti(Late Obi's son now in  Airforce), who where students of Architecture 
in Kyambogo when the UCE 1985 exams where being marked, it is said that 
After Okuni scored 100% in  Maths, Physics, Chemistry, Biology, Geography, 
History. His papers were remarked 3 times  by three different examiners. 
After his results were confirmed  "AS TRUE", his RESULTS BECAME THE OFFICIAL 
MARKING SCHEME FOR THE REST OF THE STUDENTS!
