Dear Adriko,
Thanks for the document presented by Hon Gen Moses Ali.
Can you folks at New Vision compile the West Niler series into a book we can
buy?
Some teachers of Geography, History and Business want some of the series but i
would go for the whole. I have some part but i need the whole in one.
God bless and keep it up at West Nile.

Thanks
Elly

Hi Akuma & Team,
Thanks for establishing a framework for the Centenary celebrations that
transcend party, religious, creed and ethnicity but West Nile. I up-loud you
folks for the successful presentation you had to Arua DLC. We await to hear the
response from the other seven districts.
How can we get the details of the 1.3b plan?
Hope to be active in this.
For record know it that the first female pilot (helicopter) in Uganda was from
West Nile (Moyo) who died un recognized.
Thanks.

Dear Brothers and Sisters!
Today the centenary organizing team made it on our first presentation of the
centenary celebration Ideas in Arua district council. We are very grateful for
the wonderful reception and approval of the district council to bless the
centenary celebrations. All district councilors pledged to contribute a minimum
of 10,000. The district Executive committee is to resolve on the amount to
contribute towards our 1.3 Billion budget on top of the land which the district
council has donated for the construction of the centenary museum. This was
awesome indeed. Long live the district councilors of Arua. We believe other
district councils will receive us with the same enthusiasm and selfless
contributions. I loved the quality of the debate of the motion, totally
bipartisan without challenge and reservations. You should have been there!!
Pages of History are being opened you need to write your name on this powerful
historical and heroic open cheque for your next
 generations to identify with.

Re: [WestNileNet] Maracha man who designed the national flag not recognised

2013-10-08 Thread Nayenda Elly
Hi Folks,
I have had interface with Nyai (a resident of Kenya Zone Mvara) and saw what
may seam the original design of the Ugandan flag. He could have been the brain
behind the Ugandan flag but somebody could have hijacked his design. Nyai's
issues has reached most offices e.g RDC, Stata House and even Minister Baba was
involved at a certain point. His issue even featured in one of the dailies
either in 2010 or 2011.
I agree with Aggrey that facts about Nyai's claim be investigated and later
published to guage National reaction. Thereafter the lawyer/legal brain can
swing into action.
Tabu or Izama are credible to do the research and help publish the facts.
Nyai is an important aspect of Uganda's independence. Let us help him and West
Nile.

Dear all,

This man really need to have all his evidence in place. According to wikipedia,
the flag was designed by the Minister for Justice Grace Ibingira. So Mr Mateo
Nyai Simon has to table good evidence for his claims.

I also wonder why it has taken him all these years to come up with this claim.

[WestNileNet] WEAT NILE CENTENARY 2014

2013-05-17 Thread Nayenda Elly
Hi Folks,
West Nile was curved as part of Uganda in 1914 and next year we make 100 year.
We produced a President, 2 Vice Presidents, a Speaker of the National Assembly,
couple of Ambassadors, Three ArchBishops, Couple of Professors, Gold Medalists
in athletics, the team in the CAF finals of 1978 had two or so sons of West
Nile e.t.c.
We have achieved something but have the capacity to super-cede this.
As we make 100 years can we do some social audit and lay the stage for our
progress in the next 100 years. A university is being born in West Nile, what
is our support to this University?
Can we engage in the future of West Nile?
How do we plan to celebrate 100 years in Uganda? Does it make sense to you?
God bless.
Thanks
Elly

Dear Colleagues,

It is true that quite a lot has been discussed and it is like time for
implementation is long overdue. I can sense that  some people are losing hope
and might, hold back, in future discussion. I wish to take sides:
I agree that we need to do something now, else we shall never.
On the other hand, West Nile, just like other regions needs
economic revival. I hear about gone days (between 1960 – 1980) during which
hard work was proven. Custodians of our taxes were trustworthy. They, to a
larger extent,
cared for all the civil servants. Consequently, security, health, education,
and many other sectors of productivity took better shape. Which was why a pupil
sitting for PLE in Arua public or Moyo Girls would choose and make it to either
Gayaza or Sir Samuel
Baker (later known as Pongdwongo). There was no need for a parent to go to an
HM to ‘beg’ for vacancy. You just wait for your acceptance letter by the postal
services. Today the sort of system of governance we are in is tending towards
capitalism.

I have no problem with what one does to earn a living; as long as it is morally
acceptable; we should encourage our people to work as really they are hard
working. Once upon a time, most Ma’di people sniggered
the lugbara  communities who migrated and settled among them. Generally the
Lugbara women took to business of selling food and other merchandises. While
most Ma’di women engaged in the ‘brewery industries’ producing pkhete, wiri,
nguli, etc. The Ma’di woman
brewing and earning a living from it, consoled herself that she was better
than a ‘Lubwari zi’ living by doing some businesses (selling tea, sumbusa,
mandazi etc). And I think the Lugbara women on their part had good reasons not
to take on the ‘industry’ of
the Ma’di women. Each was right and at the same time wrong. Today the trend
seems to be duplicating itself across regions: the majority of the private
security guards come from either West Nile, Northern region or Lango and Teso
sub regions. Most of the workers
in the sugar and tea plantations come from the same areas.

I love my people and value what they do to honestly earn their living. My
problem is in the situation where the hard-earned money does not get
re-invested. Our people are very innovative and look forward to a
better future. This was exhibited in coming up with CUCUA, and ERO. While the
Lugbara people had both Ero and Cucua, the Ma’di people only depended on ero.
In capitalism, consideration should be made for continued investments, not
consuming profits. Check
 how you spend your money!!!

The point I am making is that the advent of capitalism comes with challenges
and the prices have to be paid. We need either to improve on our existing
economic activities, or phase out the obsolete ones and adopt
rather newer alternatives. Perceptions have to change and then take advantage
of every opportunity to etch out economic values which then can be translated
in to real cash. Without economic empowerment, the sour, otherwise bitter side
of life will be the only
alternative. This includes journey to Muni University. It is near us, but
going there requires money. Not just money to enter University, but money to go
through pre-primary education, primary, and secondary education. Some of you
know what I am taking about.
The current form of UPE will never lay a good foundation in our children for
competitive tertiary institution. Most of the schools we have in West Nile are
depending the already failing UPE – misplaced hope. What the people in this
forum could do is to use
the governance system already in place to suggest, but not authorise changes.
The system is like a pyramid – the rule is by the top not bottom. The private
sector thrives better that the public. That is why we need investors.  A
teacher hired to work in a
private school in most cases deliver; however, those on the government pay
roll will not deliver – the assumption is that all graduated from EREP

[WestNileNet] WESTNLIE BUS FARES ARE JUST UNREALISTIC

2013-03-14 Thread Nayenda Elly
Folks,
Whereas the bus operators in WestNile set the pace of customer friendly bus
services with every passenger having a definite seat, specific departure time
(no arrival time), prayer before take off, no overloading, no luggage allowed
in the corridors, excellent mail services and realistic stable fares even
during festive season, things took a bad turn from Christmas 2012. Fares shot
up from 25,000= to even 40,000= for ordinary.
Early 2013 bus companies were levied some charges for not using the terminal
per bus that leaves. This levy has been shifted to passengers. What remains
unrealistic is why the fares rose by close to 40% yet fuel and terminal levies
didn't rise by the same margin.
I agree entirely with Abima, fares to other parts of the country went down but
ours has risen, is there any justification?
Can somebody find from MD Gaagaa (especially Caleb could do that) as to what
provoked him (gaagaa) to move 'ambu' but not 'gaa'? Those of us who travel
often are feeling the punch.
Eventually costs of ordinary goods and services will surely rise if this is not
addressed and poverty will dig its fangs deeper into the already economically
deprived people.
Keep the debate alive until something changes for our good.
Aluta continua.
Elly

I have also failed to understand the charges for our route.
Kitgum used to be 30,000/- but has instead come down to 25,000/-. Kyankwanzi
used to be 20,000/- but last week i travelled at 14,000/-. Could our vehicles

[WestNileNet] WEST NILE EDUCATION CONFRENCE

2013-02-28 Thread Nayenda Elly

West Nilers,
Thanks for this platform were issues affecting the region are raised and
discussed.
A few facts about education in West Nile is that our traditional schools that
we glorified in the past no longer hold onto that glory. Nyapea is on its death
bed, others are struggling in the shadow of the past. Worse of all all bright
pupils are 'shipped' down to Kampala and Wakiso districts and what is left
behind is what we teachers have to process into the best we all want. The
results tell a lot about our education row material, processing and output.
Blame and lamentation is just breeding human resource disaster we shall surely
reap in the nearest future.
May i propose that West Nile Foundation spear heads organizing an Education
Conference to critically discuss the falling education standards based on facts
and figures and chart a viable way forward. This will help us mitigate the
disaster.
I look forward to making my input especially as somebody who is in the
education field of play as a teacher.
Keep up the struggle folks. West Nile is ours and we have the responsibility of
offering it the best to be the best.
Thanks and God Bless West Nile.

Morning Eng.,

I have decided to reply the mail only to you. Our Bureau Chief yesterday sent a
story indicating one of Arua's best A-level student was an Ediofe Girls' SS
candidate who obtained 17.

I did call Ombaci HM who referred me to the deputy (in-charge academics), and
he told me Ombaci's best was a Science student with 17 points, but the full
results would not be available until today or tomorrow.

Our Bureau Chief guys were not able to obtain the Mvara or any other results.
Part of the problem might be that our school administrators are not fast in
getting out the results and making it public.

Brethren,

I have gone through the today's Monitor list(pg 8) of A-level rankings one by
one(1-273) without seeing our prominent schools in West Nile apart from Mvara
SS which is ranked a whooping no. 187!!! I don't see Ombaci, Muni, Nyapea  and
others and they happen not be listed - probably my eyes are getting old!!

Tabu Butagira should probably clarify if another list exists - otherwise I see
the performance as already pathetic not withstanding the fact that the best P7
Pupil in West Nile got an agg 7.

I am very angry and annoyed. What is happening? Are we not engaging our
youngsters enough!!

[WestNileNet] WEST NILE STRIKERS ASSOCIATION

2012-07-18 Thread Nayenda Elly

Friends,
We may not learn from our past but it is important that we learn from the
mistakes of others.
Strikes seldom help students save to worsen the already poor academic standards
in our region.
As you folks ponder over the loose students right movement, there is also what
is called West Nile Strikers Association. I am told the leaders are based in
some of the schools already that went on strike. I can't prove that this
association exists or not. But find out from students.
Friends, it time all of us should take serious interest in education in West
Nile. Please find time to meet students individually or in groups to find out
what they need in order to improve their conditions of learning.
May i challenge the different old students associations to come together and
discuss this with students leaders, teachers and heads in west Nile. We need an
education forum.
Save West Nile.

Dear Members,
Student strikes in our schools is increasingly getting to dangerous levels. St.

of weeks this term. Vurra secondary got into one before Ombaci. Yumbe secondary
is currently  closed. I am told a planned strike by students was aborted in
Mvara secondary last week. If I am not mistaken, Nyapea secondary is closed.
We
may ask ourselves, what is happening? I am told the students are using a
social media platform for mobilization from one school to another. It seems
they are using the free internet access offered by telecom services on every
phone. I am told the students have formed a loose umbrella body that is
spearheading what they call fighting for the oppressed. In a Arua, one called
Kal is said to be the secretary general. Kal is a student of st Josephs'
college ombaci. The police are investigating this movement and identifying the
ring leaders for further questioning.
What is your take?

COMMON SENSE IS NOT ALWAYS COMMON

Internet crime is prevalent and virulent as virus. Who has not seen the
Nigerian Big Money Stuff. promising to wire millions of Dollars to your
account.  Does this kind of stuff excite anyone?

If you are desparate to be a millionare without working hard to become one,
you  are probably heading into the WRONG DITCH OR TRAP. How many people truly
believe you can become rich without hard work?  Richness is earned through hard
work or you inherit it from wealthy parent or relative.

Recently, there are  numerous crimes from Eastern Europe and China infiltrating
the Western World with WORK FROM HOME JOB ADS. Many fake companies have been
set up which appear legimate. They ask you to open a bank account and give that
account number to your account number to your "presumtive employer"

Next, they write a virus program (TROJAN HORSE) which transfers money from
various accounts to your account, pay you off as promised but they take a chunk
of money to their own accounts in Europe ( Romania, Poland, etc) and China.

Who is the Victim of THEFT? When FBI, Interpol, other Security organs  TRACK
DOWN Internet thieves, you become an innocent victim.

Nutshell, if you dream of becoming rich without working for it, You may have to
consider going to live on MARS or other PLANETS where man have not
explored/exploited the minerals yet.

HACKING HAS BEEN ON RISE FOR THE LAST 15 YEARS OR SO. YOU ONLY NEED TO BE WISER
THAN THE THIEVES

IF IT SOUNDS TOO GOOD TO BE TRUE, IT IS PROBABLY NOT TRUE

[WestNileNet] ETHICS FOR ALL PUBLIC SERVANTS

2012-05-29 Thread Nayenda Elly
West Nilers,
Honoring Dr. Onzivua with the appointment of training Ugandan health workers on
health ethics is a big trust in us. Training is one thing and seeing real
change in the conduct of health workers is yet a critical challenge we hope
for. Let us support Dr. Onzivua and Dr. Ondoa.
On the other part, we public servants deserve a refresher or retraining on
ethics. That Ministry of Ethics needs to get to the ground. Meanwhile, we need
to set a pace in West Nile by re-discovering work ethics for Uganda to follow.
We seem to move from civil servants to 'rude' masters. God help Uganda as we
'celebrate 50 years of self 'rule' aka independence.
God bless.

[WestNileNet] Fw: WEST NILE POWER LOST AGAIN

2012-03-08 Thread Nayenda Elly

West Nilers,
We have again lost a serious opportunity to have us on the national power grid.
The President while addressing the nation on the International Women's day
anniversary at Nebbi Secondary school today, said for us to have the national
grid we need power demand of 7.5mw. I couldn't come to terms with the
President's stand that West Nile power demand is 2.5 mega watts thus the 3.5 mw
from Nyagak will suffice for our need.

I hold Hon Dujanga squarely responsible for this under estimation of west nile
power demand. The current demand in Arua alone is more than 2mw leave alone
industrial need. Can some body technical enough serve us with the actual power
demand not supply for west nile.

I pray all the District Local Councils of Nebbi, Zombo, Arua, Maracha, Koboko
and Yumbe institute a special council report to President's office on
 this issue.

Hon Dujanga once again promised that Nyagak will be switched on in two months
time i.e May yet during Hon Anite's wedding he promised march. Why speak
untruth in the presence of the President?

We need power this year, Period. Or else;
MPs have not lived to their commitment on this issue of power.
The test of a man is not in falling but standing up upon falling. Keep the
struggle folks.

[WestNileNet] WHAT A WOMEN'S DAY CELEBRATION IN DEATH OF STRUGGLING MOTHERS

2012-03-07 Thread Nayenda Elly
West Nilers,
The International Women's day national celebration will be hosted by Nebbi in
West Nile tomorrow and women of all walks of life will converge at Nebbi boma
ground to chronicle their struggle in building the nation.
Just 80km up north in Arua we are mourning the death of close to 30 mothers
(mostly) who have been struggling in petty small scale businesses moving from
one market to another using the most risky transport. Imagine 30 plus women on
top of an over loaded lorry with their merchandise from one market to another.
6th March will be marked as a dark evening when our mothers lost their lives in
pursuit to fend for their families. This accident is the third within two years
but with the highest death tolll. My uncle Lumaga Jimmy lost his wife in the
same river Ala tragedy. We are mourning not celebrating women's day.
As Uganda celebrates women's day, can gov't improve the conditions of our roads
and bridges to major markets as we encourage our mothers to use different
transport means from their cargo because over loading of such trucks is
apparent?
The Nebbi celebration should be entirely dedicated to the thirty or so women
whose families may need some support to enable them stand so that they can
eventually walk given business acumen.
May their souls rest in peace as we all join in helping mothers fend for their
families.
Thanks
Elly

[WestNileNet] FINIA AN INTELLIGENT HARD WORKING LADY

2011-02-05 Thread Nayenda Elly
Friends,
The demise of Finia wife to Eng. Dr. Aridru is totally misplace and
unacceptable if the control of her life was in some bodies confine. In death,
life appears just a shadow.
Comrades in the battle to life, let us join in offering a shoulder to Engineer
and the family (young family). When one of us dies, we die too though in bits.
Dear Gabriel, stand strong in this double storm, God who authors every event
will surely wipe your (our) tears using His own "hands" and over a solace.
The body of Finia will spend the night at their home for the vigil just behind
Heritage Courts on Saturday night. On sunday at 2pm there will be a Requiem
service at Emmanuel Cathedral and later that evening she leaves for Ajono her
final resting place and burial service from noon.
Just for record, during their wedding Finia worked hard to see the new
Cathedral was ready for their wedding. She was the first Christian to donate
money for the seats. What a big heart lost. Such intelligent hard working
ladies are rear to come by in our region, loosing such is incalculable loss
both today and tomorrow.
May God of heaven and earth be not only with us but in us.
Thanks.

Dear Colleagues,

It was a terrible tragedy that befell us on Saturday morning. Briefly after
having fun at the West Nile Night, 17 of our members decided to use a seven
seat-er vehicle to be dropped home.  According to police sources, when the
vehicle reached Ntinda trading center, our brothers and sisters branched off
towards Nakawa. Hardly had they reached Ntinda Police Post, the car lost
controll and skidded for 150 meters, before crushing,  and in the process,
three people died instantly and other 3 died on their way to Hospital. Your
leadership was informed and we took charge of the situation together with James
Nyakuni. We identified the bodies as follows;   Rashid Juma, Isaac Edobo,
Washington Agondua, Babua Dan, Innocent Yoti and Imran Abdul. 9 other persons
were critically injured and two sustained minor injuries. One person is in
critical condition and the rest have stabilized. West Nile Foundation
contributed  1,000,000/= towards burial and funeral
expenses. We mobilized all in all around 3,000,000/=, James Nyakuni gave us a
bus which we fueled to take relatives to Arua. Nyakuni also assisted us in
taking two bodies that of Washington and Isaac. Mean while Eng. Juma assisted
us in taking the bodies of Rashid and Imran. We purchased coffins, and other
materials for all the deceased persons. We reserved the balance of our
collections for subsidizing medical expenses for the injured. The bodies of
Innocent and Babua were not taken to Arua by us because of mutual understanding
between us and the parents. The following were the injured;Opio Vincent, Ezaru
Isaac, Jackie Aseru, Inid Akwiachwan, Okello Moses, Ombilia, Aron Francis,
Anguzu Abraham, Anguyo Moses and Abeli Denis. We managed to contact all the
relatives. It was tragic but we tried our level best.  We need prayers for
those injured and will update you on any other development pertaining to those
who sustained injuries.  Thank you

Dear all,

Richard Embati (of Mulago Hospital) asked me to inform net members that the
body of his cousin Denis Orodriyo, a former worker at an Asian Shop at Arua
Park, who was killed mysteriously several days ago, was found today buried in
the same grave with four other corpses.

Police detectives and relatives exhumed the body from the KCC cemetery in
Kirinya, east of Kampala, after it was positively identified by the father, Mr
Tom Adriko, a custodian at Makerere University Chemistry Lab.

Attorney Caleb Alaka and James Nyakuni witnessed the exhumation. Postmortem
report showed Orodriyo died of brain injuries after his skull was cracked with
a hit. The body will spend the night at Mulago mortuary and a vigil at the
father's home in Makerere University Estates staff quarters (accessible through
the East Gate).

For further directions, other details and condolence message, call either
Embati Richard on 0782 446 106 or the late's dad Tom on 0701 738 566.

Dear all.

While it was a sad moment see the old lady (88 years old) burried, we got
reminded of one thing during the sermon preceeding the burial; to remember to
do good while we are yet alive.

I would like to, on behalf of the family, thank all those who contributed in
what ever way to make the service colourful.

May the good Lord bless you all as you continue to do good while you are still

Dear Caleb,

Once again thanks for your efforts in contributing to the development of West
Nile. To my mind, the question of a public University in West Nile is one where
the patience of the region has been fully tested. While noting with gratitude
that a national is in place to “look into” establishment of a public University
in the region, half a year of lost time and commitment of the taskforce
logically leaves us with the option of appointing a small committee (3-4) to
follow up with the taskforce. In light of this, may I make the following
suggestions?

1.  Caleb as President of the WNF together with three other members arrange
to meet the national taskforce or at least its Chairperson with a purpose of
understanding their Terms of Reference, progress to date, and the need for
involvement of WNF in the processes.

2.  Secondly, following your meeting with the taskforce, this Forum can
deliberate and reach a consensus on how WNF can approach the issue of a
University in West Nile. Again I reiterate that this is not the first time a
committee, taskforce etc. is considering the issue of establishing a University
in the region. It is too important an issue for WNF to stay aloof to!

3.  Finally, in lieu of the above remind the forum of an issue I raised a
week or two ago regarding the need to clarify the approach WNF will adopt to
achieve its objectives. Is it service provision/implementation, advocacy, or
support (technical, financial and advisory etc.), or is it a mixture of all
these?

Kind regards,

Ndugu Xavier Ejoyi

West Nile which needs to be followed. He further informed me that a National

had been formed. that we had lost six months. that other members of the task
force were Rev. Father Epifani Odubiki the Principle of Lodonga TTC, Professor
Tikodri the Deputy Vice Chancellor MUK
and some one from Gulu University. The Ministry of Finance has released 200
Million UgShs and another 700 Million Shs is going to be released to the task
force . Colleagues, These guys on the National task force are busy people. I
was in MUST over the weekend and discussed the issue with our colleagues in
MUST and we thought we can come up with our own committee especially the
members of the academia from West Nile to assist the National task force. If
this is acceptable to us, we can suggest names and I will handle the matter
with Hon. Jachan Omach who is also from West Nile. This way, we can fast track
the establishment of the University.

Please put me on the trial list. May be Joel Arumadri can help you with the
rest of the technicalities about the plant and the possible harvest period from

Hello ladies and gentleman,

I am looking for someone with forestry expertise to work with me on deforestion
in West Nile .

I have harvested some seeds of mapple trees, which grow wilde in Canada and USA
. It is commonly known as sugar bush in Canada . Some Canadian farmers grow
this plant in farms and tape the syrup in early April (Spring) and evaporate
the water from the syrup  to make mapple syrup and candies (Simple of Canada).

Apart from making syrup, the  mapple is also hard wood, it grows straight and
tall and thick. It produces very nice timber and also provides nice urban shade.

The seeds have light weight, and have wings that causes them to be dispersed
naturally. They have a nickname "helicopter". The seeds can germinate anywhere
where there is water, dump ground, or even rocks. Wherever one mapple tree
grows, it quickly creates a forest around itself.

I imagine if we plant the seeds in June/July, may be they will be able to
survice the our tough drought from Dec-April.

If there is anyone who is interested in working with me on this experiment,
please send me you contact address ASAP . I can send the seeds in small padded
envelope.

[WestNileNet] FOLKS LET US MOVE TO PROCACTIVE VENTURE

2009-05-09 Thread Nayenda Elly
Friends,
Reading thru the articles of Magaret and Robert besides after sharing with a
reliable source in Arua, Arua town to begin with can have a serious tree shade
cover. There is plenty of places for planting as many trees in town as are now
in Barifa my source affirmed. Therefore i offer to join Magaret to put me on
her list of planting trees in town through some strategy of sacrifice as per
Robert's axiom.
Friend's proactive venture will make us take West Nile to another level.
Folks let us keep the net work working.

Dear All,
I love Robert's idea of each one of us doing something practical on our
own  before discussing public service. I would also like to plegde to cause at
least 100 trees to be planted this year. Are there more people who would like
to get on this project (although folks definately have lots of projects going

Friends,

Many thanks for all your thoughts on Barifa.
I do not know when some of you last went to Arua. Many things have changed of
recent.

Do we actually know the boundaries of this Arua Municipal we are talking about
or the current land size and population distribution per division?  Yes some of
us do know.

Arua airfield belongs to CAA not the municipality. The former gaagaa area and
these others you are asking to be re planed have owners who also think, you
have no right to plan for them where ever you are.
I have learnt that, the re-planning of the current town has been on going. This
will address some of the issues relating to infrastructure etc. But it is not
an easy task because some of these landlords cannot just let go of their land.

There seems to have been some disagreement on both the aerial and ground
surveys initially carried out. Again, I invite Mr. Bada to help on this.
The design for expansion and extension of the current water system is ongoing.

I think, the municipal authorities are trying to address some of these issues
we are raising.
Even if degazzetted, municipal will invite private developers to develop the
area and not the council since they do not have the resources to do so.
In the same vein, some one able out there too can pay off the landlords in such
areas you've chosen to identify as slum and re-develop it. You only need to

There are many good things happening out there which we either do not know or

[WestNileNet] ARUA CITY

2009-05-08 Thread Nayenda Elly
Friends,
The level of sharing of ideas on critical issues on the net is encouraging but
how do we get the wider public and the leadership of Arua think the way we
desire?
Reliable information from the Ugandan Cabinet is that there is a move to
upgrade Arua Municipality to city status. Upon sharing this with the town
clerk, i am told the land area disqualifies the city upgrading issue. These are
ideas being discussed.
Back on the issue of Arua's development as proposed by Sam Andema and Oguzu
plus others, we need to have an interlectual debate at Arua involving the
leaders on ground both politicians and civil servants plus others. Now is the
time to put Arua and westnile in the right path.
In the greater urban plan of Arua, the areas surrounding the town are
encouraged to plan in a town setting but the elders/politicians in the peri
urban areas have misunderstood and rejected this idea.
Friends, Arua needs urgent grand plan though you will be told that the plan is
already in place, which is only for the Municipality.
On Barifa issue, degazetting the forest is the greatest mistake we would make
for generations. Tobacco and charcoal business among others has caused great
demage. Let Barifa remain as an oasis of vegetation save for the undone Dorcus
Inzikuru stadium.
Friends thanks for the discussion. Let us keep up the fight for Arua.
God bless us and West Nile.

Dear brothers and sister,

I have read all your submissions on the degazetting of Barifa forest and the
planned development of Arua. I sincerely appreciate all your contributions. But
I would like as to separate the degazetting of Barifa and the need for a
planned developpment of Arua. In my view the need for a comprehensive
development of plan for the whole of Arua District should not depend on whether
or not Barifa is degazetted.

With or without the degazetting of Barifa, the Arua has one of the fasted
population growth rates in Uganda and possibly the Great Lack Regions. The rate
at which people are buying pieces of land in different parts of the periurban
areas and buliding on these pieces of land without provision for passage of
roads, water pipes, electricity lines etc is extremely alarming. People are
building on their small pieces of land without taking into consideration the
need to provide for basic infrastructure. It is tyhis kind of situation which
to me is most alarming.

The expected modern facilities to be build at Barifa should not be an isolated
case. In my view we should be talking about an over all strategic development
for the whole of Arua within which the possible degazetting or B
