Hi Emmanuel,
As Apollo and others have expressed, it would be nice to double check the 
accuracy of the information on the official opening time for public offices and 
banks in Uganda, if possible. Some of us have not been in Uganda for a while, 
and may not be in touch with some policy changes. Where an error has been made 
it does no harm to correct them so that people can receive reliable information.

1. I am in Arua and I know Banks that start business at 8am and even
8:30am. So I do not really understand when you say Bans in Uganda start
business at 9:00am.

1. I work for a local Government and I know the Standing Orders indicate
8:00am as official time for commencement of business. Where have you got
your 9am from?

paid, then those proceedings too are a nullity based on this argument alone.
However, in certain instances, court can order that the fees be paid later, and
uphold the legality of the proceedings before the fees were paid. 

3. CASES AGAINST GOVERNMENT: Now, the Government Proceedings Act does not allow
cases against the government to go on Ex- Parte, (Ex- parte means with only
Lawyers of one side represented). In this case, Lawyers for the Lord Mayor went
for the Injunction in the absence of Lawyers representing the Petitioners which
made it an ex-parte proceeding. 

Since the other side in the case was the Government i.e Attorney General, then
if that order was granted Ex-parte, it might be declared unlawful if challenged
based on this ground because matters against the Government cannot go on
Ex-parte.

4. TIME OF SERVICE: Officially, government business in Uganda begins at 9am,
which means any official documents to be served onto anyone in Government
should be done after 9am. It is claimed by the Lawyers for the Lord mayor that
the Injunction was served on a Government office at 8:38am which would make the
service irregular. 

WHAT IS THE WAY FORWARD: As we try to swim through this legal gymnastics from
what transpired yesterday, it appears, from the facts at hand, that the most
appropriate Legal remedy available for the Lord May

I would like to add my words of congratulations to the ones other
colleagues have conveyed regarding the wonderful job you and your team have
started. I also want to this golden opportunity to thank all the councilors
of Arua District Local Government who, not only unanimously endorsed this
initiative, but also overwhelmingly pledged to contribute 10,000/= each
towards its success. Although I am not yet a counselor, you can count on my
10,000/ pledge to complement their efforts in this initiative. I am
confident that the rest of the District Local Governments in the region
will do the same.



I am glad to hear that there is already a budget which I am sure was made
out of different activities members must have suggested to tackle the
challenges we have at hand. Some of us may not have cash, but we ourselves
form part of the resources we may need to realize some of the objectives of
this project. Kindly share with us what is in the proposal so that we can
identify some gaps and find out how we can fill them. I am writing as a son
of the soil, an active member of a Civil Society Organization and an
academic staff of a University. I am therefore stakeholder in multiple
capacities who would like to make my humble contribution to the development
of our region.  I want us to take the education sector seriously because it
appears to be the only tool we will use to fight for our existence as a
region in this country.



Once again, bravo! and thanks very much. Let us all do what we can to make
West Nile a better place, not only for us to live, but also the seventh

(Chris) Nduabayo, the elder brother to Dr. Uhuru Killion that occurred in the 
wee hours of Tuesday 13th August 2013, in Arua Regional Referral  Hospital. 
Chris (fondly called) worked among other places in Community Action Program 
(CAP) West Nile, Save the Children -Lira and lately Aids Information Centre - 
Soroti program.

The body is lying in state at church in Anzuu Parish (near Kuluva Hospital 
Hydro Power Dam), Vurra Sub-County, Arua District, where burial will take place 
on Thursday 15 August 2013 at 12:00 noon.

Knowing M7, this is basically a start of the next campaign. Starting to buy and 
impress the impressionable youth who have known no leader but him. Refer to D

On the other hand if he is dishing out the cash in sacks, why can't our youth 
get their share as long as they are prepared to vote really wisely inspite of 
the inducement? After all it our money.

Charles,
Reading from the youth in Teso, I personally do not think the so called
money the President is giving to the Youth has improved youths situation
improve in any way. If the money they dished out to buy the last elections
in West Nile ( I understand there were two trailers full of hard cash
packed at Barifa) has not improved the lives of people who got the money in
West Nile what is really behind the idea of encouraging the Youth from West
Nile to go and make noise about money that youths in other regions are
fighting over.. What does this kind of behaviour teach the youth? Is this
not some behaviour that we should all condone rather than encourage?

It has become trendy for the president to be throwing sacks of money
to youth in other districts causing youth elsewhere to also demand
meeting with the president... one wonders when West Nile youth will

Youth leaders in Soroti district on Tuesday walked out of a meeting
convened by the eastern youth MP Peter Ogwang, rejecting sh20,000
transport refund saying it was too little for them.

Ogwang had called the youth councilors in the district to discuss how
they could benefit from government programmes like the Northern Uganda
Social Action Fund (NUSAF) and the National Agriculture Advisory
Services (NAADS) among others.

The state minister for Teso affairs Christine Amongin Aporu was to
explain to the youth about the programmes and also get their
grievances since they had complained to Ogwang that they had not
benefited from most government programmes.

Besides rejecting the sh20,000 transport refund, the youth also
protested the delay by Ogwang and Amongin to arrive at the Lukiiko
hall where the meeting was slated to take place.

The meeting was scheduled to begin at 3.00pm but both Amongin and
Ogwang arrived at the venue at 6:30pm.

"Which meeting do you want to begin at 7.00pm? We demand for our
refund then call us on another day but now we are not ready to meet
you," one of the councilors shouted as the minister watched on at a
distance.

Ogwang explained that they delayed in Ngora and Serere districts where
they were meeting youth leaders on similar issues.

Efforts by the Soroti district LC5 chairperson George Michael Egunyu
and the resident district commissioner (RDC) Ben Etonu to calm the
angry youth fell in deaf ears as they insisted on more on top of

Lesson to All Women/Men
 
A couple was invited to a masked costume Halloween party. The wife got a
terrible headache and told her husband to go to the party alone. He,
being
a devoted husband, protested, but she argued and said she was going to
take
some aspirin and go to bed, and there was no need for his good time to
be
spoiled by not going. So he took his Batman costume (mask) and away he
went.
 
The wife, after sleeping soundly for about an hour, awakened without
pain,
and, as it was still early, decided to go to the party. In as much as
her
husband did not know what her costume was, she thought she would have
some
fun by watching her husband to see how he acted when she was not with
him.
 
She put on a Goldilocks costume (mask). So she joined the party and soon
spotted her husband enjoying himself on the dance floor, dancing with
every
nice woman he cuddled and occasionally giving a little kiss here and
there.
 
His wife went up to him and being a rather seductive woman herself, his
husband left his new partner devoted his time to her. She let him go as
far
as he wished, naturally, since he was her husband.
 
After some more drinking he finally whispered a little proposition in
her
ear and she agreed, so off they went to one of the cars and had quick
sex
in the back seat.
 
She slipped away before unmasking herself or her husband and went home
and
put her costume (mask) away and got into bed, wondering what kind of
explanation he would make up for his outrageous behavior.
 
She was sitting up reading when he came in, so she asked what kind of
time
he had.
 
"Oh, the same old thing. You know I never have a good time when you're
not
there."
 
Then she asked, "Did you dance much?"
 
He replied, "I tell you, I never even danced one dance. When I got
there, I
met Pete, Bill Brown and some other guys, so we went into the spare room
and played darts all evening."
 
"You must have looked really silly wearing that Batman costume playing
darts all night!" She said with unashamed sarcasm.
 
To which the husband replied, "Actually, I gave my Batman costume to
your
Dad who seemed to have had a jolly good time on the dance floor. I am
told
that he was seen by Frank taking a prostitute in a Goldilocks outfit out
for a few minutes. Don't ask me what they did; you know your dad still
wants to behave like a kid."
 
Moral of the story: Don't try to sneak up on your husband/wife

HELP AN ANIMAL THAN A HUMAN.
There lived a lonely  hunter whose livelihood was in selling bush meat.He would 
trap,shoot with arrows or dig trap trenches.One day he went for his usual 
business.In the trap trench he could hear some voices.Upon removing the leaves 
that covered the trench he saw 3 .A human being,snake and a wild pig.When they 
say him each pleaded to be pulled out first.The hunter was confused and after 
he decided to pull out mr.snake.Snake told him not to pull the human but 
instead the pig warning him that it could cost him life imprisonment.As a 
reward the snake spat his night feeding light  and told the hunter to sell and 
make a decent living reminding him of earlier  the warning.Hunter told pid to 
hold the string.The pig  thanked him and warned him to leave the man in the 
trench.Pig used its teen dug in the ground and gave a big lump of gold to the 
hunter and repeated the warning.

The hunter wanted to leave but the human pleaded wondering why he could rescue 
animals that may not assist him in any way apart from providing meat.
He pulled the human out and they walked together to the village.Hunter told him 
what others did to him.The man gave him nothing but thanks.Hunter sold his 
fortune and became very rich he even bought a hove street in Manya village.The 
government set investigation to0 find how a poor man can get so rich over 
night.A big reward the kind for Bin laden of Kandahar was offered.Human 
revealed it ,hunter was jailed and all assets confiscated .After several years 
he was released back to square zero and he even lacked arrows,He went back to 
the bush met the snake and the pig an lived to regret their warning.

ELEPHANT HUNTER
A man went hunting, he used his techics and managed kill an elephant single 
handed.He called friend to share the meat and while each person went with sharp 
pangas and knives sharpened on the nearby rock as girls grinding watched.
The lone hunter told friend to cut their desire.He cut through the elephant 
battoskii reaching for the liver and heart.Since the hole was a bit narrow he 
removed his cloths as he was born.
Instead of cutting  meat some good was going to remove his private part fron 
behind as they dangled.what a human being is
