I've expanded the Meta-Wiki page a bit, including the following additions:
* They number in the dozens and are usually documented in the Meta-Wiki 
[[Research]] namespace.
* Their outcome is often not used for any concrete deliverable, such as 
a merged change to MediaWiki core PHP code or a peer reviewed paper.
* Sometimes changes which are known to be potentially harmful, and would 
never (or hardly) pass standard code review, are deployed as 
"experiments" to bypass tougher public scrutiny. (This is also valid of 
fundraising banners, whose poor translations since 2011 are often 
actively damaging to the public opinion and understanding of Wikimedia 
projects.)

Of course the stark reality is that A/B testing on users (typically
readers, not editors) during the annual Wikimedia Foundation fundraiser
has been a major component of the Wikimedia Foundation's growth.


In part that's a myth. The income has been increased simply by making 
the banners larger, brighter, naughtier and alarming (we're in danger, 
bla bla). Sometimes they take more space than is left to the article; 
sometimes they can't be dismissed.

Hi Erik,

To specifically respond to your question, and as you know, WMCH does have
plans to hire a developer next year for its offline dissemination program
(ie KIWIX) [1][2].

Since Europeana had indicated its interest into maintaining/developing it
the GWToolset, we decided to focus our efforts on keeping Kiwix going
(that's also where our relationship with the community is strongest). This
being said, we also do intend to be heavily using the GlamWikiToolset next
year already, and may therefore need to develop our own extensions as needs
arise. We however first need to find out what such needs are/will be, and
how Europeana will handle the load.

But yes, to answer your question we do plan on having a dedicated chapter
staff whom you will be able to work with (provided the current APG request
goes well enough, of course).

[Wikimedia-l] Chapters and GLAM tooling

Hi Stéphane,
I'm currently sitting in the plenary hall of the Europeana AGM in Prado
Museum in Madrid and, quite literally, right now is the presentation is
about the 2015 business plan. What the organisation will prioritise etc.
etc. Therefore, it's a perfectly timed email to mention the GLAMwikiToolset
[GWT] and Europeana! Several Wikimedians from European Chapters, Maria from
the WMF Board of Trustees, and other 'friends of the family' are here too.

In this specific context I should say that in the last weeks of practical
planning for 2015, we've narrowed down the scope of what Europeana will be
wiling and able to support in the Wikiverse. It was decided that while
Europeana does want to fix bugs, improve documentation and give some more
'polish' to the GWT, it has decided that committing to the ongoing
development of an integrated, content-agnostic, clear user-interface, for
Wikimedia Commons is actually beyond the scope of the organisation.
Ultimately Europeana's mission is about European GLAM content and it can no
longer justify being the 'business owner' for the large development task
that would be creating the fully-featured integrated Commons system. To be
clear: Europeana is not 'leaving' and wants to help improve the tool as it
currently exists (as well as remain involved in a variety of other GLAMwiki
activities), but the organisation wanted to be clear in setting
expectations that it will *not* be building the Mass-upload equivalent of
the Upload Wizard.

From a personal perspective, as the guy who was pushing for the
funding/creation of the magical, easy, beautiful mass-upload system
since... I forget how long ago now... I would love to see investment (by
anyone), but in my professional perspective I understand the need for
Europeana to clearly define the scope of its activities - and a
mass-uploader for anyone, with any content, to Wikimedia (with all the
extremely complex usability, templates, metadata... requirements that this
entails) is actually outside the scope of its mission.

Let me try to answer some of your questions.

*Do you have an idea of how much work will be required by movement orgs for
this?*

*Very little actually: it is a matter of simply answering an email asking,
for instance, out of your "Administrative Costs"  listed in your most
recent report, how much were your travel costs.* *There will not be further
paperwork to be submitted. It is the fellows' job to make the final report,
not the chapters or thematic organizations. Furthermore, we are working
with the WMF Grantmaking department as they contribute their expertise and
their already existing reports. Therefore, we won't be contacting the
chapters until we've exhausted our current available resources. Again, I
want to emphasize that we will not be asking for any additional paperwork
to be submitted.  *

*I worry that your target of 20 January won't be met, as we don't have the
resources to help revalidate your data at that point of our year. December
is difficult, as the FDC figures are released then - which is when we need
to construct our final budget for the next year. January/February is also
difficult , as all our staff are already pre-booked working on our
financial year end of January 31 - which is also an FDC quarter end - so
there's a lot of work to be done!*

*We completely understand how overwhelming work can be near the end of the
year and the end of respective fiscal years. The date indicated is not a
hard deadline, but rather a tentative date the fellows have set themselves
as a group milestone; by no means is this date a "drop-dead" item. We fully
appreciate the work our partner organizations conduct and we acknowledge
the difference in abilities to respond to requests. Hopefully we are able
to catch the chapters at the most convenient time possible over the next
few months. Again, we will not reach out until we make certain that the
data we intend to find is not already available. *

understand that this may not be the case for every item. We will indicate
line items that have not been validated in our final report, if need be.

As you know, over the last few months I’ve been learning about the work of
the organizations we fund through the many grantmaking programs here at
WMF. I’ve been particularly focusing on the impact evaluations that have
been done on WMF grants with the first round of Impact Reports. [1] I
expect I will learn more from you all in the coming months, and I will be

The Funds Dissemination Committee (FDC) Advisory Group met this past May to
review the first years of the FDC’s grantmaking through the Annual Plan
Grants program. I want to thank them for their thoughtful recommendations. [2]


With the Board of Trustees, I’ve carefully reviewed the Advisory Group
recommendations, in order to understand our successes and our challenges.
I would like to outline my current view of our capabilities and our
opportunities, and I am now publishing my response to these recommendations
