In my experience (local gov web manager, 1994-2011), such filtering
is, as Fae says, usually a "bought in" service, applied at a broad
topic level.

Local block/pass listing may be applied, but the defaults usually come
from the provider - for my council that was a US-based company

Like any such service the network blocking will be contracted out. No
doubt NYCC use a standard database and their filter might also be
using keyword filtering. There ought to be exceptions for the
Wikipedia domain, which appears to be missing, but even then there may
be additional keyword filtering. The school or institution can
normally request additions to the whitelist if they think that LGBT+
or sex education related Wikipedia articles should be allowed.
Hopefully Wikipedia in total is not being blocked because of getting
classed as "sexuality sites", even though the screen shot appears to
show that.

A wider response from the chapter would be to have practical
guidelines for all institutions about recommendations for internet
filters and blocks that might accidentally be filtering Wikipedia, it
might even be useful to turn those guidelines into a user essay on
Wikipedia itself, especially if there are best practices for schools
and general secondary education that can be referenced. The specific
case, based on a Reddit post, should be taken with a pinch of salt.

Wow! Thanks for flagging this up Geni. We're just discussing this in the
office and thinking about the best approach. As a starting point - although
I'm not sure how far I'll get - I just called North Yorkshire County
Council, but it's now out of their office hours so I'll try again tomorrow.

Take part in our Advice Sector Data Expedition



In partnership the Greater London Authority and 
Advice Services Alliance are hosting an Advice Sector 
Data Expedition and we’d love for you to join us.



When: Friday 28 June

Where: Tavis House (1 - 6 Tavistock Square, London, England, United Kingdom)

Time: 9:30am-5pm

What to bring: All you’ll need is an open mind and a laptop. Lunch and 
refreshments will be provided.



Data expeditions bring together a multi-disciplinary team from Civil Society 
organisations, Policy makers, data experts and anyone interested, to gain 
insight on a chosen topic or theme.



This time we are interested in understanding what existing open datasets about 
and from London’s advice sector can reveal. To get more of an idea about what a 
Data Expedition involves, read our blog about the Sports Data 
Expedition
 we hosted last year.



The Data Expedition is a space to share skills, learn about new datasets, find 
tools you can take back and use in your day-to-day work and highlight the 
potential of data through discovering new insights and developing hypothesis.
