Open Range application has been 2-3 years in process. They are not part of
the Stimulus monies. The standard RUS monies have/had a much longer time for
rollout ( number of years ). Where stimulus $ will probably have to be spent
in approx 2 years.

I was ticked that Sasha rebutted my remarks regarding the 477 form but I did
call back in and have on public record that we want the 477 form to be a

The $6 Billion should be for the Telecom side only. There are Power, Telecom
and last Broadband divisions with Broadband working out of the Telecom side
but numbers are kept separate. Broadband started in 2004 I thought.  Was
given numbers for broadband in a seminar were $ 1.2 Billion loan guarantees
and 175 grants for $ 85 Million since inception.

Used to be a RUS contractor and helped with the rewrite of the 515 outside
plant contract.

Crossroads has shut things down for now due to money supply. Apparently with
the banking crisis their banks have delayed releasing funds to them for
deployment. My project for them was shut down back at the end of August.

I'm all for having someone else pay for expensive infrastructure, but I
hope that if the feds go forward with something like this, it's done
differently than the RUS system. It's easier to do business my way and
pay a tiny bit more for money from a bank, than to do all the RUS
planning and paperwork hoops to get RUS subsidized loans.

Speaking of RUS, has anyone noticed any crossroads wireless stuff
happening? They've signed up to be at lots of sites, but I haven't
actually heard much about deployment activity.

Magellan makes some GPS that include a GPS based compass to ignore the
magnetic problems with some vertical assets. Will also work standing still,
but uses batteries fairly fast with the compass turned on.

We've been using the Garmin 70 and 60 series with altimeter (as opposed to 
elevation from map data). Garmin claims an accuracy of 10 feet "with 
proper calibration". Even with fluxgate, the electronic compass is 
unreliable near towers. Has anyone used a gyrocompass?

Marlon, would it be possible for Broadband delivery to be what is current
VHF & low UHF channels 2-13 + 14-30 and Higher UHF 31-68+ for personal
devices.  We get better propogations and higher would have appearance of
less distance (not really). Possible solution that all could work for common
goal and leave bands for each.

Personal portable devices would also include laptops.  HAS to include 
laptops.

I think that a compromise would be to start out with the band as an outdoor 
or at least fixed antenna only solution.  Out door so that we could use it 
for public safety or mobile devices, but only ones that would normally be 
attached to a vehicle or some such thing.  And fixed antennas so that we 
could use the band to deliver broadband to homes/businesses.  It would, 
however, be done with an antenna that is mounted either to or in the 
building.

These two steps would keep the number of devices using the band to a much 
smaller level.

On an interesting note, the broadcasters are fighting the whitespaces issue 
very hard, but as they know they are likely to loose the fight I'm told that

they do support the above position.  This time we as WISPs actually line up 
more closely with big media than we do with NAF or MAP.  sigh, politics, 
sigh  grin

I've not had personal contact with the NAB yet.  I've worked with Carl at 
the 802.22 committee.  Unfortunately the 802.22 committee is very heavy into

things like geolocation for all devices, broadcaster beacons that can be 
used to shut down transmitters when they are in the area with their mics 
etc.  Our stance has always been that sensing is the only real way to do 
this.  Drawing circles on the map will leave out far too many environmental 
factors.  I'm also totally against the geolocation idea because it'll 
require more electronics, has NO benefit (distance can be learned just fine 
by timing pulses) and we'll need TWO antennas for every dang'd installation!

Foowy on that.

It's a tough issue for all around, especially without Powell in the 
chairmanship.  Martin is not proving to be a friend of the WISP in many 
ways.  With all of the pressure he's under, maybe it'll help though.

Scriv, Rick H. and I are probably the most up to speed on a lot of this due 
to our involvement with a Whitespaces list that included Cisco, MS, Intel, 
802.22 etc. going back at least 2 years.  Not much has been done on that 
list since the Report and Order that freed up the Whitespaces for unlicensed

use though.  I think our stand against personal portable devices has turned 
folks like MS, Intel and such against our stance.  That's to be expected 
though, so I'm not worried about it.

We have to fight for what WE know to be the best options for our markets, 
just like they do.  Our biggest problem is that we're not back there talking

the FCC and we've not done much with recent NPRMs.  I'd hate for anyone at 
the FCC to mistake that for disinterest vs. time crunch issues.

I would be willing to pay a bounty, Top rank on the Google search results is
impressive. I'm sure that many other independent WISP's would be happy to
pay a bounty as long as it generated customers and was a fair price.
Personally (no offense Marlon or Jeromie) I would even be willing to pay a
lot more for a referral, even in the 3 digits, as long as it was a fair
payout for a contract customer. Customer acquisition and retention is one of
the most important aspects of the game.

I think it even might be possible to get residual income as long as it's
fair. I don't mind handing out money, as long we both make money.

The Motorola Solution I have used is 10-14Mbps total. Works like a hub in
capacity.  Have later technology should be out real soon now ;) (new chip
set) that will take to 35-50Mbps.

After re-reading the Cisco CALEA compliance stuff today, 
(http://radinfo.blogspot.com/2007/04/calea-tpp.html) I'm beginning to 
think that you need a box that can massage the data dump and transport 
it to the LEA.

According to Bearhill's webinar today 
(http://www.bearhill.com/webinars.html), being able to make th etap with 
compliant equipment is one thing, being able to extract the data and 
send it real-time to the LEA is another thing.

I have a client who spoke with Apogee, who is basically re-using an SS8 
box. Cost is about $800 per month. They do all the heavy lifting.

I read a couple reviews of Solera. There box is about $7000.

I don't know what Bearhill's solution costs. It depends on how many 
POP's I guess.

So any input on TTP's ???

The use of TV white spaces is the best and most cost effective way to serve
Rural America in low density areas with trees, hills and valleys.

All of the other methods including WiMax will not work in Southern / Central
Indiana. Our markets are those unserved by Telco's and CATV's.
They do not want to serve because of density.  TV white space will give much
better coverage - from 25-30% in rural areas to 50-70% depending on terrain.

Please express the need for unlicensed bands or an FCC method to reward
service to these people, not having someone purchase frequencies and then
just sit on them.  Those non served persons in Rural America want service
now, not in 5 years. It is a very important point for the development of the
non served areas.

Our company, NetsurfUSA, Inc., a 12 month old WISP with 350 clients cannot
and will not support any bill which would limit the use of TV white space
for Broadband.

The following is the comments for the record.

   Our company is a new Wireless ISP in Southern Indiana serving low
density town and rural non-served and underserved areas.  The need for
high-speed broadband in rural areas is critical. Non-served areas will lose
the younger population, because they cannot access the Internet and the
services that are provided through high speed broadband.

  We do a site survey for every contact to see if service can be
provided.  We average 30% installs and cannot serve the rest. This is using
900, 2.4 and 5.7 frequencies.  None of these frequencies will work in trees
around the house, light forest or in terrain of rolling hills of 100 to 300
feet.  Population density are 3 to 12 persons per mile and is not cost
effective for current wired solutions.  NetsurfUSA does not have the capitol
to build towers for every 20 customers, but this is what it would take to
serve 85% of our customers and our payback would be 15-20 years. 
 
  All of our equipment is in the ISM bands and we have worked well
with other users and providers to not have conflicts, but there is dramatic
growth of more users coming to the current spectrum and are increasing noise
floor for everyone. If WISP's had the TV channel spectrum then we would
leave a lot of the current unlicensed spectrum to other users, both current
and future. This would help us maintain more dense modulation schemes with 
lower signal to noise ratios. 
 
  We are a very small business, that is trying to serve our customers
and friends who want to continue to live in a non urban lifestyle. Wireless
is the only cost effective way to serve them with such low population
densities, but the current frequencies will not provide service to most of
them. It will take the unused TV channels to provide them high speed
broadband. If you allocate the TV channels and just put them up for auction,
you will have failed to give these people the relief that they want. Auction
of the spectrum will go to large, well funded companies and groups of
speculators looking to get the spectrum for resale and profit as the primary
goal and not to provide service and innovation. 

   This spectrum would make it possible to serve the vast majority of
rural customers. Large Telco's and Cable companies are serving high density
areas with very high bandwidth pipes to provide voice, data and video at
inexpensive rates and their rural customers are left with basic dialup.
WISP's have a passion to serve our customers and neighbors but we need you
to help us get the spectrum to provide what the current spectrum cannot.
Our country and economy needs to have rural high speed broadband that 
allows anyone to live anywhere in America and have access.

gonna attend the WISPCON this time around and I would really love to go
to ISPCON. I talked to Larsen the other day and about it and that is my

will spend $5K to meet up with some of y'all. We can get together and

get to the 4th floor!! Damn - - I have turned into bad blood hanging

that I'm past the learning curve.

The idea/theory of bill of rights is what WISPA is about. 

I do not really like the link you sent. It seems to be more about bashing
the Telco's that serving subscribers and non-served subscribers.  The
concepts are there but the wording is not something that our company could
support.
