If I may make one suggestion, you should allow the white content box to
either resize vertically or scroll.  The text goes a good distance
out of the box on my laptop (Default font settings on laptops are
120DPI, vs the Default 96DPI on desktops).

- Do you expect the navigation or content to come first?
- Which would you prefer to come first?
- If the content comes first, should there be a "Skip to Navigation" link at the top?
- Overall, do you believe that the "Content first" principle is a valid one?

Use em or %.

Em is probably the best, but since IE6 has font-size:large as the
default, using font-size:1em for the body makes stuff look big in IE.
I usually use %'s.  These work well, like the em, but it compensates for IE's larger-than-normal font size.

to improve/clean up the XHTML coding behind it - eg, properly structure
the page, designing first for Lynx and text based browsers, then going
back and making everything pretty for modern browsers through CSS.

Do you all have any suggestions on the proper kinds of things that
should end up in the heading (-) tags?  Like,

Why not break the image up into 2 parts and make the entire left half
an a:href with css hover?  The absolute positioning doesn't seem
necessary.

The 28px setting in that 1792x1344 screenshot is not contrived. It'sdirectly proportional to the 16px common brower default observed at themedian 1024x768 resolution. 1344 / 768 X 16px = 28px. That makes the
fonts on my 1792x1344 screen exactly the same physical size on any givensize display as those using 16px at 1024x768, except that due to the farhigher pixel density for any given size mine have a far superior quality

To say IE has a +2 -2 range isn't the whole story. Medium is actually12pt, not 16px, though by default they happen to be the same thing. Dozeusers have the option to change font size system wide, and it is on this

vertically.  So would it be better to a) Let the text flow into
empty white space; b) set a bckgound color and let it flow into that;
or c) let the background repeat?

Also, just how far up should I assume a user may set their text? 
Although I design for & in Firefox/Opera, I always make sure the
text can size properly, given IE's +2 & -2 operation.  But
should I go further?

it.  There is one thing in particular I would like help with - On
the homepage, the 3 large images are divs w/background images, and
display:block hyperlinks.  It works fine, but it fails WAI WCAG
1.0 Priority 2 Checkpoint 13.1 - 
"Create link phrases   
that make sense when read out of context."  I know it can be fixed
by changing my 's to 's and moving them inside the
hyperlinks, but is that something I should do?  The text in the
's is good, but I don't think it's worthy of being in a
hyperlink.  Would it be best to create a short sentence to go in
the hyperlinks that briefly describes the page the user will get when
the link is clicked, or ?

Any assistance on this matter would be greatly appreciated.
