I am also having problems with the Sandbox today. When trying to
receive an account list (with the GetAccountHierarchy.php example
file), I get an internal error as well.
Also, when trying to download a report, I get Report XML is invalid,
with no further debugging info.

1. LocationCriterionService returns fake results that do not work with
CampaignCriterionService.
2. Production CriterionIds do not work in sandbox.
Ideally, the two services would at least agree, and possibly we can make
