No a SFP+ will power up and might even show RX of light, but never come
up. It works the other way around to if you put a SFP in a SFP+ they
will often come up and even show RX light at both ends but will not link
up. If its not a dual rate 1/10G SFP+ that could cause issues. Some
don't care,
There isn't a good solution for timing port sync.
However, there's always the power port sync option. For modern radios,
you should be able to use a powerinjector+cambium sync up top, with the GPS
receiver down near the bottom.

Im using my SFPs I have for the Aviat radios to connect between a SAF
integra and a CRS309.
There are two integras 2+0, we lost the original switch that had the
original SFPs in them. So I took the horizontal radio SFP and paired it in
the CRS and that radio links up fine.
