In this area, anyone digging is required to hire a "USA" (I call
them Underground Service Alert, but I'm not sure of the actual
acronym) crew to mark any underground facilities/plant. They paint
lines and circles in different colors and mark them with the
"USA". T

Marking isn't really the same as getting a permit. Anyone can call 811 and
get stuff marked, at least in Ohio.
Getting a permit is a totally different situation and it can be super easy
or a massive pain in the dick.

Is it a Gov't job? I remember at one of the AF's years ago talking to a
guy who said that there is a fiber line in his area that is never
marked. If it gets hit, an hour later guys in black trucks show up,
tell the crew that hit it to take the rest of the day off, and the next
day the conduit
I think we are gonna see a lot of this. So much fed money these companies
have no choice but to bid contract work. Wanna bet they're not taking the
high bids?
