Since when does a water heater run off an "outlet", assuming these are
electric water heaters, they should be on a dedicated big-ass breaker, like
240V at 30A or so

many times for free paid for by some govt program.

Not trailers, but all water heaters are now electric. Forced air
venting and electronic ignition. I'm guessing without power they won't
heat the water.

About a dime. So turning their CPE/SM off for 4 hours a night is going
to save them somewhere around 7 cents a month.
