Yesterday we upgrade the observium version (from 23.2.12520 to 24.8.13606),
but we don't see the time when alert was generated.

AFAIK, you cannot cumulate -c and -a.
You can do either :
-c which sends a bogus alert to the contact
or
-a to trigger a real alert (through it's ID) so all associated contacts
will receive the alert

A traffic alert is fairly trivial, there are examples in the docs, I think.
You can’t alert on “x traffic in x hours/days/weeks”, but you can alert on “x
bps”.

Because probes are manually created, you have much more control over the
description, you can put whatever you like in there, you could put

The service list is collected via SNMP, have you verified that the
service is present in SNMP?
Windows' SNMP support is largely abandoned at this point, so I'd not be
surprised if there were bugs with it enumerating new things.
