I'm updating a small Predict client that I wrote. It's part of my station's
automation for driving my Yaesu FT-736R under Linux. There's a table in the
736's manual for the various CTCSS tones, and I see there are 9 codes that are
labeled High Q. Some of the tones match others in

I think you may be over-thinking this. Sure, it would be nice for consumers to
dictate to the chip manufacturers what they sell to Keyspan.
But that ain't gonna happen in this world.

Keyspan's product development stratergy is not the issue.
The issue is that a fellow amateur needs the correct device drivers.
Device drivers are usually written by the chip manufacturer for USB interface
chips.
