Ok, I noticed that documentation uses the path to a 64-bit installation of GEOS, so maybe you are having compatibility issues with your 32-bit system. If you need, you should be able to use the 32-bit installer on this page http://trac.osgeo.org/osgeo4w/ and then point your app to the gdalxxx.
