This was a big deal for us.
I have a qualification that populates a table (... $GROUPS$ LIKE
'Assigned-to').
Some of the 5.1.2 user clients did not see records in the table. They
could see the records only after refreshing it about 10 times.
Other 5.1.2 users could see the records

The recommendation is the opposite in that the newer User tool will work with
the older version and the older User tool may not work with the newer server.
