in case of Character fields. I have not tried this
with integer or real or decimal data types that are required but I'm expecting
that to work correctly as the drop downs (which are integers) work correctly.

Turn on mid-tier logging and select web services. Then attempt to recreate.
The log should give you a clearer error to look for.

With an internal server error, I'd expect to see a 'root cause' stack
trace printed in the logs. If you can't find that then I think you've
found another problem, ie the reason for the reception (the root cause)
is being "swallowed". This is very bad practice.
