and a document that specifies how woomra behaves. Basically nothing,
though, about what it is good for. Nor is there a link to any server
implementing it.

Yes it does the global codecs pref is used if you don't have a per peer
codec pref. Please define the codec pref under the peer you wish to have
the ordering.
