I assume it applies to many new xponders but some can be set up to use
minimum power for glider, balloons & vintage aircraft use. I hope CASA do
not discover this fact soon as they could change our minimum equipment.

To clarify, if VFR in Class C you still have to look out. I'm not instrument
rated and have no intention of becoming so.

A bunt is a forward push on the stick, not necessarily an outside loop. Fighter
pilots like to keep the target in sight, hence the push not a pull.
Looking out the window is a requirement in VMC even if you are on an IFR plan.

Appears the incident was in Class G? Is looking out the window optional?
An outside loop at 1000'AGL sounds like dramatic licence.
As does turning a transponder off for a five hour flight.
The 2006 Hawker / ASG29 (TXP off) midair near Minden was in pretty
similar Class E. Repercussions are still
