Can't help much on the base station aerial. 1/4 wave with ground
plane whips angled down should help radiate horizontally though.
Higher you can get it the better.

Are you running GPS or other computer type equipment also?
Sounds like you are getting some RFI from other equipment in the car.
Could be coming in via the power lines to the radio or just radiating
and being picked up by the receiver.
