So some general tips to check:
Are you using the marking functionality?
Are the quantities in the purchase order always in one transaction,
or is the transaction already splited off before posting the packing
slip?

Probably there are opened picking lists for the items?
Then the reservations are tranfered from the ProdBOM to the picking
list.
You habe to delete the picking list or remove the reservation from
the picking list line.
