After reflexion, since this function (restart) is "the real root of the
world" and no one will use this function in an axiom session forget this

applied one patch to configure.in but not to configure. Since gcl build
process does not generate configure from configure.in the build fails.

Did you try with "Num Lock" disabled. On french keyboard I have to
