This is just due to classes mismatch. You have both new and old axis library in your classpath. Better to clean classpath completely and populate it with jars again.
This could certainly make axis happy.

I had something similar on Tomcat 4.0.3. In the logs
it was reporting a security exception on a class in
the tt-bytecode.jar. I extracted all the files and
rebuilt the jar. Everything worked after that.

I am trying to deploy a custom provider. My WSDD looks like this:
The service worked fine when I just use RPCProvider. After installing
the custom provider, I keep getting ClassNotFoundException:

It seems that I miss something.
Here is what I have done.
1) install tomcat 4.0.4-b2
2) copy axis to webapps under tomcat.
3) start tomcat web server
4) adding following jar files under axis\WEB-
I run the step 5/6 from samples/stock directory and it seems to work.
