some plugin naming convention i ssues, the generated name does not always
match the plugin name.

the Package Universe Browser.
The installation freezes with the popup message installing FreeType Plus-

Make sure you are using one of the later releases of the Windows Squeak
VM.
I suggest you try the latest; you can download it from here...

Then perform the install from the Package Universe Browser as you did
I just downloaded the image and the above works for me.
The image also seems to have the latest Yaxo package installed.
Could you send me the stack dump in SqueakDebug.log, so I can see what
might be happening?
