Frank could use this utility to update a playlist by 5 seconds which is
enough to trigg
Maybe the file is not on a local drive eg on a share with a bug
regarding updating timestamps.

This is highly unlikely (I assume you mean "Notepad" on Windows). There
must be a different reason.
Any special characters in it? File encoding? File permission

tracks , increase that setting so that bignplaylist dont get trunkated
.
The 500 limit is historically for performance reasons , but with recent
development its safe to increase ( my atom based server is ok with 4000
tracks )

No, I don't!
I did some more tries and found out, it works with most playlists, but
with SOME it doesn't ... so I will try out if I can find out, if there
is something special about thoses lists, which aren't recognize

i am using the latest lms and just updated to 7.9.0~1464697159_i386.deb
- just changed (with an editor like you) some playlists and did a rescan
for playlist.
The removed file from that playlist isnt shown anymore in this playlist
- everything is fine.
I just did a other check and
"Playlist scan" (as well as part of the "new and changed" and as
"indiviudal" scan) is broken again.
It finds new playlists (not created with LMS) - but it doesn't find
CHANGED playlists (changed with an editor outside LMS).
I remember seeing this issue a few weeks ago and You fixed it so I hope
