A forstner bit is a bit which drills flat bottomed holes. There is a small
spir in the center for registering the centre of the hole but the bit is
guided by the outer rim a little like saw teeth with a flat cutter from the

I think I would get a thin flat file and just work a little on one side then
the other. Plastic, even very hard plastic will cut fairly quickly but you
will need some patience. Shift from one side to the other at intervals so
that you widen it more or less equally.
