of the year off isn't really worth a place at nationals?
Probably true - but one could offer places at nationals based on total tour
points (i.e. you have to earn it), and then do seeding of

I think teams should be encouraged to attend all tours where possible,
though obviously circumstances sometimes dictate that it can't be done.
