determine the amount of data which can be
read immediately (without blocking) for all kinds of
input sources.
Non-blocking writing has its own problems.
Maybe there is an easy solution for this, but I have not yet
found it.

No; CVS manages files, not directories. You should have your build
process create them as needed.
If you don't care about the additional files, you could
put an empty file (named for instance .keep_me or something
like that) into the directory.

We have the same effect here but not only with WinCVS. Some
tools I use under Win2k *always* create files with weird
modification dates. So it seems that is not a specific
WinCVS problem.

capable of comparing binary files and dies/hangs in some
way. But this is not necessary a problem of non-mergability.
Using an external diff program which works for binary files
probably solves the problem.
