I've looked thro' the whole of the forest and the header file is nowhere to
be found and neither is it to be found anywhere else on the compile host,
so the question is, can anyone tell me from where this file originates ?

bespoke IBM forest - from which I guess that the merge either hasn't
occurred, is in due process or has not been merged well :-(

up-levelled versions of autoconf & m4 (to 2.69 & 1.4.16) - at which point
the aforementioned problem disappears. It should be noted that no such
problem was observed on Ubuntu.
