I have a solution. Turns out mod_rewrite is not supported with GoDaddy Windows grid hosting. It is only supported on Linux hosting plans. Therefore, I had them switch me to Linux, installed CakePHP, and it worked without a hitch. If you're going to go with GoDaddy, make sure you choose
