I would think that the end result would be anything in the 7.X.X train is

what do you mean with steady tone, a (delayed) second dial tone? In that case
look for overlapping route patterns with "play dial tone" switched off on some
of the route patterns? If it is in the direction PSTN phone ---> internal
phones, did you configure direct inward dial on the inc
