You might have already tried but, POTS dialpeer discard explicitily
defined digits.
Try using "prefix 411" and "prefix 441" in respective dial-peers.

I have a practice lab question like the one below. My question is how
can I apply the service policy directly to the serial sub interface?
When I try to apply it I get a message that fair queuing cannot be
enabled on a sub interface. Can this be accomplished with auto qos?

Here is the option for it.
Fax machine 1<--> ATA 1 -> assign to a Device Pool (xyz)
CUCM <--> H323 Gateway <--> FXO port 1 > create a route
group (rg-xyz)
Assign this route group to device pool "xyz"

Probably you can get what you need,attaching the policy map to the class-map
and then that class to the PVC.
For example :
policy-map WAN-EDGE
class Voice
priority 22
class CallSignaling
bandwidth 18
class class-default
fair-queue

I am configuring autoqos as below between HQ and BR1 - 1536k link.
After applying the config on HQ I do not receive any audio on the
phone from any WAN device ie HQ and BR2.

Are you sure your one way audio is not caused by routing issues?
Anyway if you are sure the problem is auto-qos just reload the router.
To answer the question regarding what you may be doing wrong, I would say
you are running auto-qos. Do not run it. If you can't live without it,

register with gatekeeper i use the following command;

But when I look through the h323 ios 12.4 config guide the syntax referred
to is
h323-gatew
I think they need to send a special string in front to select the correct dial
peer. I would say mgcp is easier.
