There is also the option to disable the validation of the domain name.
You can use "no mgcp validate domain-name"
It means you enter the device name without the domain suffix in the CUCM
configuration.

I dont think that is correct. Pretty sure the PRI will come up regardless.
The issue with fractional PRI and ccm-manager config is that it provisions
all 30 channels automatically, and you cant tell it to provision any less.

Is this a 4.x system?
Is the phone registered to a subscriber? Have you had a look at the SQL
database on that box? See if the device is still listed in the device table?
