I checked but no progress. There is no FileZilla nor the license file. If

Agree with the earlier messages. What you're describing is not a real
world scenario in any way. In the off-chance that something this obscure
is asked as part of the CCIE lab, I'd suggest that you would be OK to use
either CUE license unless you are explicitly told otherwise, or ask the
proctor.
I do not think that using you want to try to use CUE as backup as I believe
that would only allow you access to VM stored on CUE when in SRST.
I would think that you would prefer to manipulate the dial plan under SRST
to use the PSTN to get calls to your UCEx VM.

In the last case you described. If you have UC as your voicemail system,
and phones go to SRST mode. I would strongly recommend against using CUE as
backup because all the voice messages that the users would receive while in
SRST mode would never reach the user once they're back to CUCM.

If we are using CUCME License in CUE, it also works for SRST IP Phones

SRST does not dictate the license.
