I need a best of breed solution that gives us the ability to scan any files
uploaded to the webserver through our tool set, deletes any infected with
viruses and notifies both us and the person uploading the file that it
contains a virus. The notification to the uploader can be
onscreen..noti

There are two versions of Windows XP
Home Edition (Basic Windows Functions)
Professional Edition (Business / IIS Functions)
To have a local webserver for development purposes
you will have to have the Professional version.
IIS or even PWS does not work with the Home Edition.
