Thats not exactly true. North Korea has stated that it MUST pursue nuclear weapons in order to deter an attack from the United States. This is a clear indication that it would consider USING those weapons in the event of a war.

Being under oath seems fine to me. But swearing on the bible has always
annoyed me.
As far as I'm aware however you can request not to be sworn in with a bible
or a reference to God, but I'm not sure if that's a state thing or not.
