Terrorism is violence that creates fear for a political purpose. It's
concievable that the motivations were criminal or sociopathic.
My guess is that it is indeed terrorism. But all I know is that trains
and a bus were blown up. I don't know why.

On NPR they were talking with a terrorism specialist and referred to
this claim of credit. He was very cautious about it. He didn't say it
wasn't true, but did say that they didn't know if the group was even
real.
