Actually, in a lot of cases 4-color web offset on standard glossy coated paper is cheaper than printing fewer colors on uncoated stock. Most limited color runs are done on a sheetfed press and cut sheet paper is typically more expensive than web offset that comes on a big roll. Also many .edu/.gov
