Oh trust me. Having worked in the .edu system and having a partner who
worked at an ad agency that got a lot of govt work, I have seen SO
much waste.
And the idea of switching it all to the web isn't much better either.

Most limited color runs are done on a sheetfed press and cut sheet
paper is typically more expensive than web offset that comes on a big
