Actually, reopening as the upstream part fixes Safari but the Chromium fix
is in our
glue code, which I patch locally.

Maybe. Seems weird that we'd ultimately want a hardcoded "pixels per line
step"
value as the underlying screen DPI, etc. would affect the desired scroll
