You could set the routing metric of PVC #2 to a higher value than PVC #1. This will cause all traffic to initially take PVC #1. Then, you can setup an access list for the UDP port range used by your VOIP traffic, and use it within a route-map statement to policy route the VOIP traffic over PVC
