Telnet over Frame-Relay Dropping Connections [7:22137]

I was just wondering if anyone had any ideas of why this is happening. To try to fix the problem we have even switched ISPs, but the problem still persists. I have read that having dual clocking could cause this problem, but the ISP is the DCE. Thanks for the help in advance, Ryan Cochran Me
