The router is recognizing the new flash, that message is Cisco's slightly cryptic way of telling you that there is no image on that flash yet. You'll need to send a break signal to get to ROMMON mode and download an image with either TFTP (through the ethernet port) or xmodem (through the console

I tried a blank flash with the 3620 router and got the same problem. I could not even assign an IP address to the ethernet port so I can download from tftp the new ios image. I had to use the xmodem using the console port. It took me like 30 minutes with the 115kbps speed ""John Neiberge
